Erano due i punti dolenti che preoccupavano il M5S prima delle parole di Mario Draghi.
Before Mario Draghi spoke, there were two thorny issues worrying the M5S.

I VINCOLI ALL’ECONOMIA REALE
THE CONSTRAINTS ON THE REAL ECONOMY

Stiamo parlando di un’operazione da oltre 1000 miliardi di euro di acquisto di titoli del debito pubblico degli Stati europei.
We are talking about a measure involving more than 1000 billion euro to be used for buying bonds to finance the public debt of European States.

 

 

>>>  Il problema è che, poiché il mandato BCE le impedisce di finanziare direttamente gli Stati, tutta questa nuova ondata di liquidità andrà ancora una volta alle banche, che hanno la pancia piena di titoli di Stato.
The problem is that, given that the ECB’s mandate prevents it from directly financing states, all this new wave of liquidity will once more go to the banks, that are already stuffed full of State bonds.

La speranza è che la riutilizzino per aumentare i prestiti a famiglie e imprese, in modo da aumentare il livello di inflazione crollato ai minimi storici, lontano dall’obiettivo BCE del 2 %, rilanciando consumi e investimenti.
The hope is that they will reuse the money to loan more to families and to companies, in such a way that there’ll be an increase in the level of inflation (- that has collapsed to a record low – far lower than the ECB’s aim of of 2%), that will in turn stimulate consumption and investment.

La solita storia di sempre, che però non ha mai funzionato.
It’s the same old story – and it has however, never worked.

Perché nonostante i miliardi ricevuti dalla BCE, le banche non hanno ancora sbloccato i crediti a famiglie e imprese.
Because in spite of the billions received from the ECB, the banks have still not unblocked the loans to families and to companies.

LA STORIA INSEGNA
HISTORY SHOWS US WHAT HAPPENS

Come accaduto con le precedenti misure e i vari LTRO, le banche, soffocate da una montagna di sofferenze per 181 miliardi di euro, preferiranno reinvestire la liquidità in attività finanziarie.
As happened before with the previous manoeuvres and the various LTROs, the banks that are overwhelmed with unpaid debts amounting to 181 billion Euro, prefer to reinvest the liquidity in financial activity.

E questo anche per rispettare la normativa sui requisiti di capitale sui quali vigila la stessa BCE nella nuova funzione di supervisore, che va paradossalmente a disincentivare proprio quell’attività di erogazione del credito che la politica monetaria, a parole, si propone di rilanciare.
And they are doing this also to meet the requirements relating to capital that is kept under observation by the ECB acting in its new role as a supervisory body, and paradoxically this helps to remove incentives relating to that very activity of providing credit that people are saying is to be encouraged.

IL DOMINIO DEI MERCATI
MARKET DOMINATION

Se però le banche non trasmettono liquidità a famiglie e piccole medie imprese, non ci sarà alcuno stimolo a consumi e investimenti, e soprattutto nessun significativo impatto sull’inflazione.
If, however the banks are not passing on liquidity to the families and the SMEs there’ll be no way of stimulating consumption and investment, and above all, there’ll be no significant impact on inflation.

In realtà, la liquidità si riverserà completamente sui mercati finanziari, andando a incrementare ulteriormente il giro d’affari delle banche e della finanza e quindi i rischi di bolle speculative e instabilità.
In reality, the liquidity will be seen only in the financial markets, and will further increase the turnover of the banks and the financial institutions and thus will increase the risk of instability and speculative bubbles.

 

 

LA PROPOSTA DEL M5S
WHAT THE M5S IS PROPOSING

C’é però una cosa, semplice, banale e immediata che si può fare per rendere il QE una reale opportunità per i cittadini e l’economia, diversa dalle solite speculazioni finanziarie.
There is however something, simple, banal and immediate that can be done to make QE become a real opportunity for the citizens and for the economy, something that is different from the usual financial speculation.

La BCE potrebbe introdurre la condizione che le banche riutilizzino la liquidità per acquistare titoli di stato a cinque anni rigorosamente a tasso zero, per finanziare in modo diverso, innovativo e etico il bilancio pubblico.
the ECB could bring in the condition that the banks must use the liquidity to buy five year state bonds at an interest rate of zero, and this would provide a different, innovative and ethical way of financing the public accounts.

Titoli di stato liberi da quei tassi di interesse che in 4 anni ci sono costati oltre 300 miliardi di euro e che rappresentano l’ennesimo strumento per trasferire ricchezza dalle tasche dei cittadini a banche, speculatori e pochi privilegiati.
State bonds liberated from these interest rates that in these 4 years have cost us more than 300 billion euro and they represent the umpteenth tool for transferring wealth from the pockets of the citizens to the banks, to speculators and to the privileged few.

Questo permetterebbe di indirizzare la liquidità nell’unico canale che funziona quando la trasmissione della politica monetaria ha smesso di funzionare:
This would make it possible to direct the liquidity into the only functioning channel when the transmission of the monetary policy has stopped working:

la spesa pubblica, che negli ultimi anni è stata drasticamente ridotta tagliando servizi essenziali, con effetti devastanti per l’economia.
into public spending that has been drastically cut in the last few years – thus eliminating essential services, with devastating consequences for the economy.

Con i 90 miliardi di euro raccolti in questo modo, lo Stato italiano potrebbe realizzare una misura che avrebbe un impatto straordinario sull’economia:
With the 90 billion euro thus collected, the Italian State could implement something that would have an extraordinary impact:

il reddito di cittadinanza per almeno cinque anni.
providing a citizen’s income for at least five years.

Questa è la nostra controproposta:
This is our counter-proposal:

la BCE immette liquidità e contribuisce a ridurre ulteriormente i tassi di interesse, le banche finanziano la spesa pubblica senza specularci, lo Stato risparmia miliardi in interessi e fornisce un vero sostegno ai consumi e all’economia reale, che in questi 5 anni la politica monetaria non è ancora riuscita a dare.” Marco Valli, portavoce M5S Europa
