“I’ll be honest.

Scusate, trovo inutile che noi si faccia giravolte di linguaggio per non ferire eccessivamente il nostro senso di patria e orgoglio civico.
I’m sorry, but I feel it’s no use turning language upside down to avoid excessive injury to our sense of patriotism and civic pride.

Guardiamoci bene in faccia, prendiamo un profondo sospiro e diciamocelo schiettamente: noi siamo un popolo di ladri.
Let us be very careful. Let’s take a deep breath. Let’s be blunt. We are a nation of thieves.

Fermi!
Stop!

Ho sbagliato la forma.
Ooops – I’ve made a mistake in how I put that.

According to the statistics, the number of thefts in Italy from shops, banks, charity boxes in the churches is at a level that is definitely acceptable.

Anzi, siamo a una media che ci classifica come popolo di furfanti moderati.
In fact, we are on average to be classed as a people of mediocre petty-thieves.

Ma è nella rapina contro i beni pubblici che siamo a livelli inimmaginabili.
But it’s theft from the public purse where we excel at levels that are unimaginable.

L’evasione fiscale, per esempio, è di 180 miliardi di euro l’anno.
For example, tax dodging amounts to 180 billion euro a year.

Chi concorre con maggior slancio a questa cifra?
Who are the major players contributing to this figure?

Quasi esclusivamente il 10% della popolazione: industriali, grandi manager, banchieri, ecc.
Almost exclusively just 10% of the population: owners of major industrial companies, top managers, bankers, etc….

Insomma, i grandi abbienti.
Basically, the people who’ve got lots.

Il restante 90% – è incredibile – paga le tasse.
The remaining 90% – it’s incredible – pay their taxes.

Lavora e paga le tasse.
They work and they pay their taxes.

Ma poi ecco l’aggiunta degli scandali.
But then the scandals get added in.

A Venezia, città degli innamorati, qualche mese fa è scoppiato lo scandalo Mose.
In Venice, the city of people in love, a few months ago there was the “Moses” scandal.

Cos’è successo?
What happened?

Tanto per cominciare ci sono stati 35 arresti, fra cui il sindaco di Venezia, Giorgio Orsoni e la richiesta d’arresto per l’ex-governatore Giancarlo Galan.
Well, there were 35 people arrested, – including the mayor of Venice, Giorgio Orsoni and an arrest warrant was issued for the former governor, Giancarlo Galan.

Un miliardo di euro è stato bruciato in tangenti e consulenze e la finanza ha sequestrato beni per circa 40 milioni di euro.
One billion Euro disappeared in kickbacks and consultancy fees and the Finance Police confiscated goods whose value amounted to about 40 million Euro.

Il gip di Venezia, Alberto Scaramuzza, ha dichiarato che gli indagati avrebbero “asservito totalmente l’ufficio pubblico che avrebbero dovuto tutelare, agli interessi del gruppo economico criminale, lucrando una serie impressionate di benefici personali di svariato genere”, e il procuratore aggiunto di Venezia, Nordio, ha detto che il giro di mazzette è stato “più complesso e sofisticato di Tangentopoli”.
Alberto Scaramuzza, the Venice judge investigating the affair declared that the people under investigation were thought to have “ made their public office (that they were duty bound to protect) subservient to the interests of the criminal business group and they took advantage of an impressive array of personal benefits”, and the Venice prosecutor, Nordio, said that the method of distributing the kickbacks was “more complex and more sophisticated than Tangentopoli”.

Che grande popolo che siamo, riusciamo sempre a superare noi stessi!
What a great people we are. We are also able to do better than ourselves!

Ma spostiamoci a Milano, dove un altro grande scandalo, quello dell’Expo, è stato definito dal Financial Times analogo a quello che aveva abbattuto il potere politico italiano nei primi anni ’90.
But let’s shift our gaze to Milan, where another great scandal, the scandal of Expo 2015, was defined by the Financial Times to be analogous to the scandal that brought down the world of Italian politics at the beginning of the 1990s.

Come a Venezia, anche in questo caso si sono trovati coinvolti nell’inchiesta politici sia di destra che di sinistra.
And in both Venice and Milan, the investigations discovered that people on the right and on the left were involved.

Anche nella corruzione, si sa, va rispettata la par condicio!
Even in matters of corruption, the “par condicio” {principle of fair exposure for all political hues} has to be respected!

Si è parlato addirittura di una cupola criminale che si spartiva bellamente gli appalti per la costruzione degli impianti per l’esposizione universale del 2015.
There’s even been talk of a “ Mafia high command” sharing out the contracts for the construction of the site for the universal exhibition: Expo 2015.

E volete sapere a quanti anni di carcere sono stati condannati i protagonisti di questa immensa ruberia di Stato?
And do you want to know how many years in prison got handed out to the people convicted of this massive thieving from the State?

Ebbene, la pena massima è stata di tre anni e quattro mesi!
Well, the maximum sentence was three years and four months!

Cioè a dire che sono stati liberati immediatamente.
That meant they were freed immediately.

…

Prendetelo, arrestatelo, chiamate la polizia, al ladroooooo!”.
Get him! Arrest him! Call the police! Catch the thief!”.

E così tutto viene distrutto dalla messa in scena, dalla rappresentazione, come dire dal teatro.
And so everything gets destroyed by the theatricals, by the play-acting, just like in the theatre.

Le situazioni si susseguono con un ritmo tale che non si riesce a stargli dietro, ogni truffalderia viene assorbita, dimenticata.
The situations pop up at such a rhythm that no one can keep up. Each bit of fraudulent behaviour gets absorbed, forgotten.

E dietro a queste vere e proprie operazioni pubblicitarie, non dimentichiamolo, c’è sempre il governo, che con maneggi vari e manovre sottobanco, riesce a far passare sotto silenzio le situazioni che rischierebbero di metterlo in imbarazzo.
And let’s not forget, behind these operations that are in fact publicity activities, there’s always the government. It uses various manoeuvres and under-the-counter activities and always manages to bring down a veil of silence over any situations that might embarrass them.

Salta fuori nel testo di una legge una postilla infilata all’ultimo momento che stranamente sembra fatta apposta per risolvere i problemi di un certo condannato alla galera per frode fiscale che così potrebbe di nuovo tornare in politica?
In the text of a law a tiny little clause added at the last moment turns up unexpectedly, and strangely it seems to be there to resolve the problems of a certain person who has been sentenced to prison after a conviction for tax fraud – and in this way he could come back into politics.

Ed ecco che all’immediata il presidente del consiglio gridò:
And immediately up jumps the President of the Council and shouts:

“Niente paura, è tutto regolare, ce l’ho messa io!
“Never fear! Everything’s in order! I added that!

È mia la manina”.
It was my little hand that did that!”.

“Ah beh, allora è tutta un’altra cosa!
“Ah well then!That’s quite another thing!

Abbiamo un presidente manina!
We have a president with a little hand!

Evviva la manina!
Long live the little hand!
