As team Juncker enters its second year in office, today the European Commission is taking further action to stimulate investment in Europe by launching the second call for proposals of the Connecting Europe Facility (CEF) endowed with more than €7.6 billion to finance key transport projects.
In data odierna, proprio quando la squadra Juncker inizia il secondo anno di attività, la Commissione europea avvia un’ulteriore iniziativa per stimolare gli investimenti in Europa indicendo il secondo invito a presentare proposte del Meccanismo per collegare l’Europa (Connecting Europe Facility – CEF) con una dotazione di più di 7,6 miliardi di euro destinati a finanziare progetti chiave nel campo dei trasporti.
€6.5 billion are earmarked for projects in Member States eligible to the EU Cohesion Fund, in order to better integrate these countries into the internal market.
6,5 miliardi di euro sono destinati a progetti negli Stati membri ammissibili a fruire del Fondo di coesione dell’UE, per meglio integrare questi paesi nel mercato interno.
Along with the Investment Plan presented by Commission in November 2014 – and in particular the new European Fund for Strategic Investments (EFSI) , the CEF aims at bridging the investment gap in Europe to kick-start growth and job creations, a priority of President Jean-Claude Juncker.
Unitamente al Piano di investimenti presentato dalla Commissione nel novembre 2014 – e in particolare al nuovo Fondo europeo per gli investimenti strategici (FEIS) – il CEF intende ovviare alla mancanza d’investimenti in Europa in modo da dare un forte impulso alla crescita e alla creazione di posti di lavoro, aspetti che costituiscono una priorità per il Presidente Jean-Claude Juncker.

In order to achieve synergies with other Commission’s priorities such as the Digital Single Market, this year’s Call for proposal has a special focus on innovative transport.
Per assicurare le sinergie con altre priorità della Commissione, come il mercato unico digitale, l’invito a presentare proposte di quest’anno riserva un’attenzione particolare ai trasporti innovativi.
Under the general envelope (€1.1 billion, available to all 28 Member States), sought projects will include Intelligent Transport Systems or traffic management systems such as ERTMS (rail), SESAR (air) or RIS (waterways).
Nell’ambito della dotazione generale (1,1 miliardi di euro disponibili per tutti il 28 Stati membri), i progetti che si intendono patrocinare comprendono sistemi intelligenti di trasporto o sistemi di gestione del traffico come ERTMS (rotaia), SESAR (trasporti aerei) o RIS (vie d’acqua).
The “cohesion” envelope (€6.5 billion, available to 15 Member States) will add to these priorities key infrastructure projects in sustainable transport modes such as rail and inland waterways.
La dotazione “coesione” (6,5 miliardi di euro, messa a disposizione di 15 Stati membri) aggiungerà a queste priorità progetti chiave nel campo delle infrastrutture relativi a modalità di trasporto sostenibili come il trasporto su rotaia e per le vie d’acqua interne.
This is part and parcel of the Commission’s priority to create an Energy-Union with a forward-looking climate policy.

Support will be granted on a competitive basis in the form of EU co-financing, following a thorough evaluation and selection process.

Applicants have until 16 February 2016 to submit their proposals.

Under the Connecting Europe Facility (CEF), €24.05 billion will be made available from the EU’s 2014-2020 budget to co-fund TEN-T projects in the EU Member States.
Nell’ambito del meccanismo per collegare l’Europa (CEF) verranno resi disponibili 24,05 miliardi di euro a valere sul bilancio UE 2014-2020 per cofinanziare progetti TEN-T negli Stati membri dell’UE.
Of this amount, €11.305 billion are earmarked for projects in Member States eligible to the Cohesion Fund.
Su tale importo, 11,305 miliardi di euro sono destinati a progetti da realizzarsi negli Stati membri ammissibili a fruire del Fondo di coesione.
On 29 June 2015, the Commission unveiled a first list of 276 projects to receive CEF funding for a combined amount of €13.1 billion.
Il 29 giugno 2015 la Commissione ha pubblicato un primo elenco di 276 progetti destinati a ricevere un finanziamento CEF per un importo combinato di 13,1 miliardi di euro.
To date, this is the largest investment ever made by the EU in the transport sector.
A tutt’oggi si tratta del più grande investimento mai effettuato dall’UE nel settore dei trasporti.
The list was endorsed by Member States on 10 July 2015 and implementation is now ongoing.
