Managing the Refugee Crisis: Commission reports onimplementation of EU-Turkey Joint Action Plan
Gestire la crisi dei rifugiati: informazioni sull’attuazione del piano d’azione comune UE-Turchia

On 29 November 2015, at the EU-Turkey summit, Turkey and the EU activated the Joint Action Plan aimed at stepping up cooperation for the support of Syrian refugees under temporary protection and their host communities in Turkey and to strengthen cooperation to prevent irregular migration flows to the EU.
Il 29 novembre 2015, in occasione del vertice UE-Turchia, l’Unione europea e la Turchia hanno dato l’avvio a un piano d’azione comune con l’obiettivo di migliorare la cooperazione per il sostegno ai rifugiati siriani beneficiari di protezione temporanea e alle comunità che li ospitano in Turchia, e per impedire i flussi migratori irregolari verso l’UE.

The European Commission is today publishing a report on the implementation of the EU-Turkey Joint Action Plan, assessing the follow-up of the respective commitments under the Action Plan.
La Commissione pubblica oggi una relazione sull’attuazione del piano d’azione comune UE-Turchia che valuta il seguito dato ai rispettivi impegni assunti con il piano d’azione.

European Commission First Vice-President Frans Timmermans said:

“I welcome the measures already taken by the Turkish authorities to stem irregular migratory flows, such as the opening of the labour market for Syrian refugees.
“Valuto positivamente le misure già adottate dalle autorità turche per ridurre i flussi migratori irregolari, come l’apertura del mercato del lavoro ai rifugiati siriani.

There should be no illusions that the refugee crisis will end before its root causes – notably continued war and atrocities in Syria – are addressed in a definite manner.
Non dobbiamo illuderci: la crisi dei rifugiati non finirà fino a quando le sue cause profonde, in particolare la guerra e le atrocità che continuano in Siria, saranno affrontate in maniera definitiva.

>>>  We will continue to work jointly with our Turkish partners to fully implement the joint action plan so we can deliver on the commitments taken to bring order into migratory flows, including fighting against smugglers and preventing irregular departures from Turkey to Europe.”
Continueremo a lavorare con i nostri partner turchi per dare piena attuazione al piano d’azione comune, in modo da mantenere gli impegni che abbiamo preso per portare ordine nei flussi migratori, anche lottando contro i trafficanti e impedendo le partenze irregolari dalla Turchia verso l’Europa”.

Commissioner for Neighbourhood Policy and Enlargement Negotiation, Johannes Hahn, added:

“On the EU side, we have finalised the set-up of the Facility for Refugees in Turkey, with €3 billion available over the next two years to deal with the refugee influx.
“Da parte nostra abbiamo completato la predisposizione dello strumento per la Turchia a favore dei rifugiati, con una dotazione di 3 miliardi per i prossimi due anni per far fronte all’afflusso di rifugiati.

We are working at full-speed with the Turkish authorities to assess the needs so that the funds can be disbursed as soon as possible”.
Stiamo lavorando a pieno regime con le autorità turche per valutare le necessità in modo che i fondi possano essere erogati al più presto”.

Turkey needs as a matter of urgency to make significant progress in preventing irregular departures of migrants and refugees from its territory to the EU, notably by stepping up land based operations.
È necessario che la Turchia faccia in breve tempo progressi significativi per impedire le partenze irregolari di migranti e rifugiati che dal suo territorio si dirigono verso l’UE, in particolare potenziando le operazioni di terra.

The number of people arriving irregularly in the EU from Turkey has decreased steadily since October, but the total number of arrivals remains high for winter.
Gli arrivi irregolari nell’UE dalla Turchia sono diminuiti costantemente da ottobre, ma il numero complessivo rimane elevato per la stagione invernale.

The average daily arrivals from Turkey to Greece stood at 2,186 in January, compared to 6,929 for October and 3,575 in December.
A gennaio gli arrivi medi giornalieri dalla Turchia in Grecia erano 2 186, rispetto ai 6 929 di ottobre e 3 575 di dicembre.

The report acknowledges several concrete measures that Turkey has already taken on the implementation of the Action Plan.
La relazione dà conto di numerose misure concrete che la Turchia ha già adottato per attuare il piano d’azione.

The introduction on 8 January of visa obligations for arrivals of Syrians to Turkey from third countries has sharply reduced arrivals of Syrians from Lebanon and Jordan into Turkey.
Gli arrivi in Turchia di Siriani provenienti da Libano e Giordania sono notevolmente diminuiti dopo l’introduzione dell’obbligo di visto l’8 gennaio.

The measures adopted on 15 January to give access to the labour market to Syrians under temporary protection in Turkey are another important step forward.
Le misure adottate il 15 gennaio per aprire il mercato del lavoro ai siriani che beneficiano di protezione temporanea in Turchia è un altro importante passo avanti.

Turkey is urged to continue its efforts towards the full and effective implementation of the Plan. Turkey should improve the implementation of its bilateral Readmission Agreement with Greece, and should be ready to implement the EU-Turkey Readmission Agreement for third country nationals from 1 June 2016.
La Turchia è esortata a continuare nei suoi sforzi per dare piena ed effettiva attuazione al piano, migliorare l’applicazione del suo accordo bilaterale di riammissione con la Grecia, ed essere pronta ad attuare dal 1 giugno 2016 l’accordo di riammissione UE-Turchia per i cittadini di paesi terzi.

In this regard, the European Commission has today adopted a proposal for a Council decision on the position to be taken on behalf of the European Union within the Joint Readmission Committee on the application of the provisions on readmission of third-country nationals and stateless persons in order to advance the applicability of these obligations to June 2016.
A tale proposito la Commissione europea ha adottato oggi una proposta di decisione del Consiglio che stabilisce la posizione che dev’essere adottata a nome dell’Unione europea in sede di comitato misto per la riammissione sull’applicazione delle disposizioni sulla riammissione dei cittadini di paesi terzi e degli apolidi, per poter anticipare l’applicabilità di tali obblighi a giugno 2016.

Turkey should also reinforce the interception capacity of the Turkish Coast Guard and strengthen legislation, action and cooperation with EU Member States in the fight against smuggling and smugglers.
La Turchia dovrebbe inoltre potenziare la capacità di intercettazione della sua guardia costiera e rafforzare la legislazione, le azioni e la cooperazione con gli Stati membri dell’UE nella lotta al traffico e ai trafficanti.

On the EU side, assistance should be delivered as soon as possible through the recently established Facility for Refugees in Turkey.
L’UE, da parte sua, dovrebbe al più presto fornire assistenza tramite lo strumento per la Turchia a favore dei rifugiati istituito di recente.

The first meeting of the Facility’s Steering Committee will take place on 17 February to discuss specific actions which can be financed with the €3 billion pledged from the EU and Member State budgets.
La prima riunione del comitato direttivo si terrà il 17 febbraio per discutere azioni specifiche che possono essere finanziate con i 3 miliardi impegnati dai bilanci dell’UE e degli Stati membri.

Priority areas for action will include humanitarian aid, education, labour market integration, health care access, social inclusion and infrastructure projects.
I settori d’azione prioritari includono aiuti umanitari, istruzione, integrazione nel mercato del lavoro, accesso alle cure mediche, inclusione sociale e progetti infrastrutturali.

Its geographical position makes Turkey a major first reception and transit country for migrants.
La Turchia è, per la sua posizione geografica, uno dei principali paesi di accoglienza e transito dei migranti.

The country is currently hosting more than 2.5 million asylum seekers and refugees.
Il paese ospita attualmente oltre 2,5 milioni di richiedenti asilo e rifugiati.

Turkey is making commendable efforts to provide massive humanitarian aid and support to an unprecedented and continuously increasing influx of people seeking refuge and has already spent more than €7 billion of its own resources on addressing this crisis.
La Turchia sta compiendo sforzi lodevoli per fornire massicci aiuti umanitari e sostenere un afflusso senza precedenti, in continuo aumento, di persone che cercano rifugio, e ha già speso più di 7 miliardi di EUR di risorse nazionali per affrontare questa crisi.

On 15 October, the European Commission reached an ad referenda agreement with Turkey on a Joint Action Plan to step up their cooperation on migration management in a coordinated effort to tackle the refugee crisis.
Il 15 ottobre la Commissione europea ha concluso con la Turchia un accordo ad referendum su un piano d’azione comune per migliorare la cooperazione nella gestione della migrazione, in uno sforzo coordinato per affrontare la crisi dei rifugiati.

The Joint Action Plan was activated at the EU-Turkey meeting on 29 November 2015.
Il piano d’azione comune è stato avviato al vertice UE-Turchia del 29 novembre 2015.

The Action Plan identifies a series of collaborative actions to be implemented as a matter of urgency by the European Union and the Republic of Turkey with the aim of confronting common challenges in a concerted manner and supplementing Turkey’s efforts in managing the large number of people in need of protection in Turkey.
Il piano d’azione individua una serie di azioni che l’Unione europea e la Turchia devono attuare in collaborazione con la massima urgenza, per far fronte alle sfide comuni in modo coordinato e sostenere gli sforzi della Turchia per gestire il numero elevato di persone bisognose di protezione nel paese.

In addition, the European Union – the institutions and its Member States – also committed to increasing political engagement with Turkey, providing Turkey with significant financial support, accelerating the fulfilment of the visa liberalisation roadmap and re-energising the accession process with Turkey.
Inoltre l’Unione europea, sia a livello di istituzioni che di Stati membri, si è impegnata a intensificare l’impegno politico con la Turchia, fornendo un consistente supporto economico, accelerando la tabella di marcia per l’attuazione della liberalizzazione dei visti e ridando slancio al processo di adesione.
