Transport Scoreboard 2016: the EU at work to strengthen the internal market

Today, the European Commission published the 2016 edition of the “EU Transport Scoreboard”, a benchmark which compares how Member States perform in 30 categories covering all aspects of transport.
La Commissione europea ha pubblicato oggi l’edizione 2016 del quadro di valutazione dei trasporti dell’UE, nel quale sono messi a confronto i risultati degli Stati membri in 30 categorie relative a tutti gli aspetti dei trasporti.

The objective of the Scoreboard is to help Member States identify areas requiring priority investment and action.
L’obiettivo del quadro di valutazione è aiutare gli Stati membri a individuare i settori che richiedono investimenti e interventi in via prioritaria.

It shows how the EU further deepens the internal market in transport and promotes the shift towards low-emission mobility, two priorities of the Juncker Commission.
Il quadro mostra come l’UE stia approfondendo ulteriormente il mercato interno dei trasporti e promuovendo la transizione verso una mobilità a basse emissioni, due priorità della Commissione Juncker.

EU Commissioner for Transport Violeta Bulc said:

It is particularly encouraging to see that the efforts of this Commission to bridge the investment gap in the transport sector are starting to bear fruit.”

The Netherlands tops the Scoreboard for the third year running with high scores in 15 categories, followed by Sweden, Germany and Austria.
I Paesi Bassi registrano i risultati migliori per il terzo anno di fila con punteggi elevati in 15 categorie, seguiti da Svezia, Germania e Austria.

While they have different strengths, they all share a solid framework for investment, good transport safety scores, and a good record of implementing EU law.
Questi paesi hanno punti di forza diversi, ma hanno tutti in comune un solido quadro per gli investimenti, punteggi elevati nella sicurezza dei trasporti e buoni precedenti di attuazione del diritto dell’UE.

There is progress across the EU towards more sustainable and environmentally friendly mobility (for example in the share of renewable energy for transport and in the number of new cars using alternative fuels).
Si registrano progressi in tutta l’UE verso una mobilità più sostenibile e rispettosa dell’ambiente (aumentano ad esempio la quota di energie rinnovabili nei trasporti e le autovetture nuove che utilizzano carburanti alternativi).

However, levels are still low and the fact that some Member States are clear front-runners shows the potential to accelerate the shift towards low-emission mobility.
I numeri sono tuttavia ancora bassi e il fatto che alcuni Stati membri siano largamente in testa al gruppo dimostra che esiste la possibilità di accelerare la transizione verso una mobilità a basse emissioni.

To this end, the Commission adopted a European Strategy for low-emission mobility in July 2016

Investment in transport infrastructure takes time to show effects.

However, some positive effects of investment can be seen in the perceived quality of transport infrastructure.

This will become more pronounced in the coming years with additional investment, especially through the Connecting Europe Facility and the Commission’s Investment Plan for Europe

– Consumer satisfaction with all modes of transport (urban, rail, air) has increased across Europe.

This suggests that people’s needs are understood and that the right investment decisions are being taken.

– The number of road deaths is stagnating.

While European roads remains by far the safest in the world, Member States need to intensify efforts in order to reach the 2020 target of halving the number of road deaths.
Nonostante le strade europee siano di gran lunga le più sicure al mondo, gli Stati membri devono intensificare gli sforzi per raggiungere l’obiettivo fissato per il 2020 di dimezzare il numero di morti per incidenti stradali.

– The number of women employed in the transport sector is increasing, but the overall share of women remains low.

Action to get more women into transport a job is needed at all levels, the Commission is considering adequate initiatives.
È necessaria un’azione a tutti i livelli per attrarre più donne verso una carriera nel settore. La Commissione sta vagliando opportune iniziative in tal senso.

The Scoreboard brings together data from a variety of public sources (such as Eurostat, the European Environment Agency and the World Economic Forum).
Il quadro di valutazione riunisce dati provenienti da diverse fonti pubbliche (come Eurostat, l’Agenzia europea dell’ambiente e il Forum economico mondiale).

It can be consulted either by country or by topic (Internal Market, Investment and Infrastructure, Energy Union and Innovation, People).
Può essere consultato in base al paese o all’argomento (mercato interno, investimenti e infrastrutture, Unione dell’energia e innovazione, persone).

In the resulting tables, the top 5 performers are marked in green and the bottom 5 performers in red.
Nelle tabelle, i cinque paesi con i risultati migliori sono indicati in verde e i cinque paesi con i risultati peggiori in rosso.

The table shows how often each country appears among the top and bottom performers.
La tabella indica quante volte ciascun paese è classificato tra i primi e tra gli ultimi.

The overall score is calculated by subtracting negative scores from positive ones:
