Already €130 billion delivered into Europe’s real economy under the European Structural and Investment Funds
I fondi strutturali e di investimento europei hanno già immesso 130 miliardi di EUR nell’economia reale europea
For the first time, the Commission issued a progress report covering the five Funds.
La Commissione ha pubblicato per la prima volta una relazione di attuazione riguardante i cinque fondi.
It shows a sharp acceleration in investments over the last months, with an implementation expected to reach cruising speed in 2017.
Secondo la relazione negli ultimi mesi si è assistito a una forte accelerazione degli investimenti la cui attuazione dovrebbe raggiungere la velocità di crociera nel 2017.
By the end of 2015, 274 000 businesses had already received support under the 2014-2020 European Structural and Investment (ESI) Funds;
Alla fine del 2015 erano già stati erogati sostegni a titolo dei Fondi strutturali e d’investimento europei (SIE) per il periodo 2014-2020 a 274 000 imprese;
2.7 million people already had benefitted from assistance in finding a job or developing skills;

This figure has doubled over nine months, and by the autumn of 2016, almost €130 billion – 20% of the total ESI Funds envelope – had been invested in small businesses, research, broadband, energy efficiency and thousands of other projects focusing on the priorities of the EU’s growth and jobs strategy.
Questa cifra è raddoppiata nell’arco di nove mesi e nell’autunno 2016 quasi 130 miliardi di € (20 % della dotazione complessiva dei fondi SIE) erano stati investiti in piccole imprese, ricerca, banda larga, efficienza energetica e migliaia di altri progetti incentrati sulle priorità fondamentali della strategia dell’UE a favore della crescita e dell’occupazione.

In parallel to the first projects seeing light of day, the first two years of the 2014-2020 period were used by Member States to set the right conditions to ensure quality and sound investments, under the new provisions of the funds’ common framework.
Mentre nascevano i primi progetti, gli Stati membri hanno sfruttato i primi due anni del periodo di programmazione 2014-2020 per definire le giuste condizioni atte a garantire la qualità e la solidità degli investimenti, nel rispetto delle nuove disposizioni del quadro comune dei fondi.
For example they had to put in place investment strategies and ensure full compliance with EU standards across a variety of sectors:
Per esempio hanno dovuto attuare strategie d’investimento e garantire il pieno rispetto delle norme dell’UE in vari di settori:
– transport, innovation, digital technologies, waste and water management… – to bolster an investment-friendly environment.

The benefits of these requirements go beyond the realm of ESI Funds investments and positively impact quality of life in the EU.
I vantaggi di tali requisiti vanno oltre l’ambito degli investimenti dei fondi SIE e hanno un impatto positivo sulla qualità di vita nell’UE.
For instance, Italy adopted a national strategy on broadband aligned with EU 2020 targets and aiming to reduce the digital gap.
L’Italia, per esempio, ha adottato una strategia nazionale per la banda larga in linea con gli obiettivi della strategia UE 2020 che mira a ridurre il divario digitale.
Evaluations plans were also set up for each ESI Funds programme in order to provide a clearer picture on their performance over time, in line with the EU budget focused on results initiative.
Per ciascuno dei programmi dei fondi SIE sono stati anche predisposti piani di valutazione affinché si possa ottenere un quadro più chiaro dei risultati in una prospettiva temporale, in linea con l’iniziativa “Un bilancio dell’UE incentrato sui risultati”.

Al di là della relazione di cui sopra, la Commissione inaugura oggi una versione aggiornata della piattaforma aperta di dati relativi alla coesione.

The 2014-2020 ESI Funds envelope, with national co-financing, represent an investment effort of €638 billion, including €181 billion dedicated to “smart growth”, with investments in Research & Innovation, digital technologies and direct support to over two million small businesses.
