Commission debates future of European defence
Commissione: dibattito sul futuro della difesa europea

Feeding into the discussion on the future direction of the EU at 27, the Commission today held an orientation debate on the future of European defence.
Per alimentare la discussione sulla direzione che prenderà l’Europa a 27, la Commissione ha tenuto oggi un dibattito orientativo sul futuro della difesa europea.

A stronger Europe when it comes to security and defence matters has been a priority for the Juncker Commission since it took office.
Fin dall’insediamento la Commissione Juncker ha annoverato fra le priorità un’Europa più forte in materia di sicurezza e di difesa.

President Juncker announced the creation of a European Defence Fund in his 2016 State of the Union address, saying:
Nel discorso del 2016 sullo stato dell’Unione il Presidente Juncker ha annunciato la creazione di un fondo europeo per la difesa, annunciando:

“Europe can no longer afford to piggy-back on the military might of others.
“l’Europa non può più permettersi di affidarsi alla potenza militare altrui.

(…) For European defence to be strong, the European defence industry needs to innovate.”
(…) Per una difesa europea forte è necessaria un’industria della difesa innovativa.”

With a worsening security situation in Europe’s neighbourhood and a strong economic case for greater cooperation on defence spending amongst EU countries, the Commission believes now is the time to make strides towards a Security and Defence Union.
In una fase in cui la situazione della sicurezza nel vicinato dell’Europa va deteriorandosi e in cui solidi motivi economici spingono gli Stati membri dell’UE a intensificare la cooperazione nella spesa per la difesa, la Commissione ritiene che sia giunto il momento di avanzare verso un’Unione della sicurezza e della difesa.

Since last year, we are stepping up our European defence to be more and more effective as a security provider within and beyond our borders, investing more resources, building cooperation among member states and taking forward a closer cooperation with NATO.
Dall’anno scorso continuiamo a potenziare la nostra difesa europea per affermarci con sempre maggior efficacia come garanti della sicurezza sia all’interno sia all’esterno dei nostri confini, investendo più risorse, intensificando la cooperazione fra gli Stati membri e avviandoci verso una cooperazione più stretta con la NATO.

The world is changing rapidly around us and we have to tackle new challenges every day:

“Strengthening European security and defence requires using the available defence budgets more efficiently.
“Per rafforzare la politica europea di sicurezza e di difesa è necessario servirsi in modo più efficiente dei bilanci per la difesa a disposizione.

Investment in defence capabilities remains in the hands of the Member States, and the EU budget cannot replace Member States’ on defence.
Le decisioni sugli investimenti nelle capacità di difesa restano nelle mani degli Stati membri e per la difesa il bilancio dell’Unione europea non può sostituirsi a quello degli Stati membri.

However, there is an overwhelming economic and industrial case for greater cooperation, for example in defence research and procurement.
Nondimeno, solidissimi motivi economici e industriali spingono a intensificare la cooperazione, per esempio riguardo alla ricerca e alle commesse della difesa.

As pressure on national budgets remains high, we need more efficient defence spending and a better use of defence capabilities.”
Nella misura in cui i bilanci nazionali restano sotto pressione, s’impone maggiore efficienza sia nella spesa per la difesa che nello sfruttamento delle relative capacità.”

Today’s orientation debate will help guide the Commission’s work in the weeks to come.
L’odierno dibattito orientativo concorrerà a guidare i lavori della Commissione nelle settimane a venire.

Ahead of the Prague high-level European conference on defence and security, the Commission will on 7 June launch the European Defence Fund announced in the November 2016 European Defence Action Plan.
Prima della conferenza europea ad alto livello sulla difesa e la sicurezza, che si terrà il 7 giugno a Praga, la Commissione varerà il fondo europeo per la difesa annunciato a novembre 2016 nel piano d’azione europeo in materia di difesa.

In parallel, it will present a longer-term reflection paper setting out possible scenarios for the future in the area of European defence.This forms part of the discussion on the future of the EU at 27 launched with the Commission’s White Paper on the Future of Europe on 1 March 2017.

There is a strong case for greater cooperation on security and defence in the EU.
Solidi motivi spingono a intensificare nell’UE la cooperazione nella sicurezza e nella difesa.

The threats that the EU faces do not respect national borders.Their scale is increasing.

They are best tackled by working together.

A strong European defence requires a strong European defence industry.

As Member States begin to increase their defence budgets, the EU can help them to spend these funds more efficiently.
Via via che gli Stati membri cominciano ad aumentare i bilanci per la difesa, l’UE può aiutarli a spendere in modo più efficiente.

The lack of cooperation between Member States in the field of defence and security is estimated to cost annually between €25 billion and €100 billion.
Si stima che la mancanza di cooperazione tra gli Stati membri nel settore della difesa e della sicurezza costi ogni anno tra 25 e 100 miliardi di euro.

80% of procurement and more than 90% of Research and Technology are run on a national basis
L’80 % delle commesse e oltre il 90% della ricerca e tecnologia sono limitati alla dimensione nazionale.

Up to 30% of annual defence expenditures could be saved through pooling of procurement (see Factsheet on the case for greater EU cooperation on security and defence).

In his political guidelines in June 2014, European Commission President Juncker stated:

“I believe that we need to work on a stronger Europe when it comes to security and defence matters.
“Ritengo che l’Europa debba essere resa più forte in termini di sicurezza e di difesa.

Yes, Europe is chiefly a ‘soft power’. But even the strongest soft powers cannot make do in the long run without at least some integrated defence capacities.”
Certo, l’Europa ha principalmente un potere di persuasione, ma a lungo andare anche il potere di persuasione più forte ha bisogno di un minimo di capacità di difesa integrate.”

President Juncker announced the creation of a European Defence Fund in his 2016 State of the Union address;

and at the Bratislava Summit in September 2016, the leaders of 27 Member States concluded:

Concretely, the December 2016 European Council should “decide on a concrete implementation plan on security and defence and on how to make better use of the options in the Treaties, especially as regards capabilities.”
In concreto, il Consiglio europeo del dicembre 2016 avrebbe dovuto prendere una “decisione su un piano di attuazione concreto in materia di sicurezza e difesa e sui modi per utilizzare al meglio le possibilità offerte dai trattati, in particolare in materia di capacità.”

On 30 November 2016, the Commission presented the European Defence Action Plan, which outlined how a European Defence Fund and other actions can support Member States’ more efficient spending in joint defence capabilities, strengthen European citizens’ security and foster a competitive and innovative industrial base.
Il 30 novembre 2016 la Commissione europea ha presentato il piano d’azione europeo in materia di difesa, nel quale illustra come un fondo europeo per la difesa e altre iniziative siano in grado di rendere più efficiente la spesa degli Stati membri per le capacità di difesa comuni, rafforzare la sicurezza dei cittadini europei e promuovere una base industriale competitiva e innovativa.

The initiative was welcomed by EU leaders during the European Council meetings in December 2016 and March 2017 and the Commission was given a mandate to present proposals before summer 2017.
L’iniziativa è stata accolta con favore dai leader dell’UE in occasione del Consiglio europeo del dicembre 2016 e del marzo 2017 e la Commissione è stata incaricata di presentare proposte prima dell’estate 2017.

The European Defence Action Plan is part of the broader Defence package agreed to by the EU27 in Bratislava.

A common set of 42 proposals are being implemented within the 7 areas identified in the Warsaw Declaration.

This includes hybrid threats, which is also linked to the April 2016 Joint Framework to counter hybrid threats, which in turn builds on the European Agenda on Security adopted by the Commission in April 2015.

Only last week, EU defence ministers adopted a set of conclusions which will take the work forward in the run up to the European Council in June.

The Rome Declaration, adopted by EU leaders on 25 March 2017, pledged to work towards an EU27 that helps create a more competitive and integrated defence industry, and which strengthens its common security and defence in cooperation and complementarity with NATO.
Con la dichiarazione di Roma adottata il 25 marzo 2017 i leader dell’UE si sono impegnati ad adoperarsi per realizzare un’UE a 27 che contribuisca alla creazione di un’industria della difesa più competitiva e integrata e che rafforzi la propria sicurezza e difesa comune in cooperazione e complementarità con la NATO.

The White Paper on the Future of Europe presented on 1 March 2017 set out the main challenges and opportunities for Europe in the coming decade.
Il Libro bianco sul futuro dell’Europa presentato il 1º marzo 2017 ha esposto le principali sfide e opportunità che si profilano per l’Europa nel prossimo decennio.

The White Paper marked the beginning of a process for the EU27 to decide on the future of their Union.
Il Libro bianco ha segnato l’inizio di un processo in cui l’UE a 27 deciderà il futuro dell’Unione.

To encourage this debate, the European Commission, together with the European Parliament and interested Member States, will host a series of ‘Future of Europe Debates’ across Europe’s cities and regions.
Per stimolare la discussione la Commissione europea ospiterà, insieme al Parlamento europeo e agli Stati membri interessati, una serie di dibattiti sul futuro dell’Europa che avranno luogo nelle città e nelle regioni del continente.
