Strengthening the European Solidarity Corps: Joint statement by Commissioners Navracsics, Oettinger and Thyssen
Rafforzare il corpo europeo di solidarietà: dichiarazione comune dei Commissari Navracsics, Oettinger e Thyssen

The European Parliament and the Council have reached a political agreement on the Commission’s proposal to provide the European Solidarity Corps with its own budget and legal framework until 2020.
Il Parlamento europeo e il Consiglio hanno raggiunto un accordo politico sulla proposta della Commissione di dotare il corpo europeo di solidarietà di un bilancio e un quadro giuridico propri fino al 2020.

Commissioner for Education, Culture, Youth and Sport, Tibor Navracsics, Commissioner for Budget and Human Resources, Günther H. Oettinger, and Commissioner for Employment, Social Affairs, Skills and Labour Mobility, Marianne Thyssen, welcomed the agreement with the following statement:

“We are very pleased that the European Parliament and the Council have found a political agreement on the legal framework for the European Solidarity Corps.

The European Union is built on solidarity, it is one of our fundamental values connecting European citizens.

The Solidarity Corps is a key part of our efforts to empower young people and enable them to become engaged, caring members of our society, playing their part in building a resilient, cohesive Europe for the future.
Il corpo di solidarietà è un aspetto fondamentale dei nostri sforzi per responsabilizzare i giovani e permettere loro di diventare membri impegnati e attenti della nostra società, che partecipano in prima persona alla costruzione di un’Europa resiliente e coesa per il futuro.

Since the launch of the European Solidarity Corps in December 2016, we have seen just how much interest young people have in participating in solidarity activities.
Dal lancio del corpo europeo di solidarietà nel dicembre 2016, abbiamo potuto constatare il grande interesse dei giovani per la partecipazione ad attività di solidarietà.

So far, almost 67,000 young people have signed up, and thousands have begun volunteering, training or working in support of people and communities in need.
Quasi 67 000 giovani hanno già aderito e diverse migliaia hanno già iniziato attività di volontariato, formazione o lavoro a sostegno delle persone e delle comunità che ne hanno bisogno.

The European Solidarity Corps is already making a difference.
Il corpo europeo di solidarietà ha già fatto la differenza.

In central Italy, for instance, a number of volunteers from all over Europe have been, in 2017 and 2018, participating in projects helping to restore cultural heritage in regions affected by devastating earthquakes in 2016.
Nel 2017 e nel 2018, ad esempio, numerosi volontari provenienti da tutta Europa hanno partecipato a progetti volti a ripristinare il patrimonio culturale delle regioni dell’Italia centrale colpite dai devastanti terremoti del 2016.

Now that the Corps will have its own legal framework and its own budget of €375.6 million until 2020, we can hold our promise to have 100,000 young people in placements by the end of 2020.
Dotando il Corpo di un quadro giuridico proprio e di un bilancio pari a 375,6 milioni di € fino al 2020, possiamo mantenere la promessa di offrire ai giovani 100 000 tirocini entro la fine del 2020.

>>>  In addition, today’s agreement will enable us to increase the opportunities available and provide more help across Europe.
L’accordo di oggi ci consentirà anche di aumentare le opportunità e fornire maggiore aiuto in tutta Europa.

It will also pave the way for the additional 350,000 placements we want to offer under the proposal for the next long-term EU budget.
Spianerà inoltre la strada agli ulteriori 350 000 tirocini che intendiamo offrire nell’ambito della proposta per il prossimo bilancio dell’UE a lungo termine.

Next steps
Prossime tappe

Once the European Parliament votes on the agreement and the Council formally adopts the text, the Commission can start awarding projects under the European Solidarity Corps.
Non appena il Parlamento europeo voterà l’accordo e il Consiglio adotterà formalmente il testo, la Commissione potrà avviare la premiazione dei progetti nell’ambito del corpo europeo di solidarietà.

Preparatory steps can already be taken before and the first call for funding is expected this year.

On 30 May 2017, following targeted consultations with stakeholders, the Commission put forward a proposal to equip the European Solidarity Corps with a single legal base, its own financing mechanism and a broader set of solidarity activities.
Il 30 maggio 2017, a seguito di consultazioni mirate con le parti interessate, la Commissione ha presentato una proposta per dotare il corpo europeo di solidarietà di una base giuridica unica, di un proprio meccanismo di finanziamento e di un ventaglio più ampio di attività di solidarietà.

This will help further increase its coherence, impact and cost-effectiveness.

On 11 June 2018, the Commission put forward its proposal for the European Solidarity Corps beyond 2020, allocating €1.26 billion to allow about 350,000 young people to go on a solidarity placement.
L’11 giugno 2018 la Commissione ha presentato la proposta per il Corpo europeo di solidarietà dopo il 2020, stanziando 1,26 miliardi di € volti a consentire a circa 350 000 giovani di partecipare a un collocamento di solidarietà.
