rescEU: EU establishes initial firefighting fleet for next forest fire season
RescEU: l’UE istituisce una prima flotta antincendio per la prossima stagione di incendi boschivi

To prepare for the risk of forest fires during the upcoming summer, the Commission is launching today the first fleet of firefighting aircraft under the new rescEU system to tackle natural disasters.
Per prepararsi a fronteggiare il rischio di incendi boschivi nella stagione estiva incipiente, la Commissione vara oggi, nell’ambito del nuovo sistema rescEU, la prima flotta aerea antincendio per far fronte alle calamità naturali.

So far seven firefighting airplanes and six helicopters will be part of the rescEU fleet during an initial transition period, and the Commission is working together with the participating countries to add extra assets in the coming weeks.
In un primo momento di transizione la flotta di rescEU conterà sette aerei e sei elicotteri antincendio, ma la Commissione e i paesi partecipanti stanno cooperando per aggiungere altri mezzi nelle prossime settimane.

Firefighting capacities

– Already five EU Member States, which have been frequently affected by forest fires in recent years, have put their airplanes and helicopters at the disposal of the 2019 rescEU transition fleet.
– Cinque Stati membri dell’UE, che negli ultimi anni sono stati colpiti di frequente da incendi boschivi, hanno già messo aerei ed elicotteri a disposizione della flotta provvisoria di rescEU del 2019.

– The initial assets are:
In questa prima fase possiamo contare su:

2 aircraft from Croatia, 1 aircraft from France, 2 aircraft from Italy, 2 aircraft from Spain, and 6 helicopters from Sweden.

Preparatory and monitoring measures for the next forest fire season
Misure preparatorie e di monitoraggio per la prossima stagione di incendi boschivi

In addition to the creation of the rescEU fleet, the European Commission is reinforcing its monitoring and coordination capacities to prepare for the forest fire season.
Oltre alla costituzione della flotta rescEU, la Commissione europea sta consolidando la propria capacità di monitoraggio e coordinamento per prepararsi alla stagione degli incendi boschivi.

– The EU’s 24/7 Emergency Response Coordination Centre (ERCC) will be reinforced with a forest fire support team, with experts from the Member States during the summer.
– Il Centro di coordinamento della risposta alle emergenze (ERCC) dell’UE, operativo 24 ore su 24, sarà rafforzato con squadre di sostegno per la lotta agli incendi boschivi e con la presenza di esperti degli Stati membri in estate.

– The ERCC will organise regular videoconferences with Member States throughout the summer to share information about fire risk across Europe.
– Nella stagione estiva l’ERCC organizzerà regolarmente videoconferenze con gli Stati membri allo scopo di condividere le informazioni relative ai rischi di incendio in tutta Europa.

– The EU’s Copernicus Satellite system will be used to map forest fires emergencies.
– Il sistema satellitare Copernicus dell’UE sarà utilizzato per individuare le emergenze connesse a incendi boschivi.

– All EU Member States plus partner countries participated in the annual forest fire meeting in Brussels to prepare for the next forest fire season.
– Tutti gli Stati membri dell’UE e i paesi partner si sono riuniti a Bruxelles in occasione della riunione annuale sugli incendi boschivi per prepararsi alla prossima stagione.

– Several field exercises on forest fires were held in the past months.
– Negli ultimi mesi sono state condotte diverse esercitazioni sul campo per fare fronte a tale fenomeno;

This includes the MODEX field exercises for civil protection and on forest fires, with experts and rescue teams from various EU countries at Cres Island, Croatia, from 7 to 10 April 2019.
tra cui le esercitazioni sul campo MODEX per la protezione civile e sugli incendi boschivi, che hanno visto la partecipazione di esperti e squadre di soccorso di vari paesi dell’UE riunitisi sull’isola di Cherso, in Croazia, tra il 7 e il 10 aprile 2019.

Further exercises were held in Split, Croatia and Aix-en-Provence, France.
Altre esercitazioni si sono svolte a Spalato, sempre in Croazia, e Aix-en-Provence, in Francia.

The long term aim is to add further capacities and assets and build up a stronger rescEU reserve.
L’obiettivo a lungo termine è il potenziamento delle capacità e dei mezzi che andranno a rafforzare la riserva rescEU.

Europe has witnessed severe natural and man-made disasters in recent years:
Negli ultimi anni l’Europa è stata teatro di gravi catastrofi naturali e di origine antropica:

forest fires, floods, storms and earthquakes resulted in loss of lives – more than 100 in 2018.

To better protect citizens in need, rescEU reinforces the Union’s collective ability to prevent, prepare and respond to disasters that affect our societies as of now.
Per proteggere meglio i cittadini bisognosi, rescEU rafforza, fin da ora, la capacità collettiva dell’Unione di prevenire, prepararsi e reagire alle catastrofi che colpiscono le Fnostre società.

Why was rescEU established?
Perché è stato istituito rescEU?

The EU’s Civil Protection Mechanism was so far based on a system, through which the EU coordinates the voluntary contributions of Participating States to a country that has requested assistance.
Fino a oggi il meccanismo unionale di protezione civile si è basato su un sistema che permette all’UE di coordinare i contributi volontari degli Stati partecipanti a un paese che chiede assistenza.

Offers of assistance are coordinated by the European Emergency Response Coordination Centre based in Brussels.
Le offerte di assistenza sono coordinate dal Centro di coordinamento della risposta alle emergenze, con sede a Bruxelles.

In recent years, extreme weather conditions and new emerging threats have stretched the ability of Member States to help each other, especially when several Member States face the same type of disaster simultaneously.
Negli ultimi anni, condizioni meteorologiche estreme e nuove minacce emergenti hanno messo a dura prova la capacità degli Stati membri di aiutarsi a vicenda, in particolare quando molti di essi si sono trovati ad affrontare

In such cases where there is limited or no availability of assets, the EU did not have a reserve capacity to assist overwhelmed Member States.
