I want to start by thanking all of those who have made this extraordinary session possible in what are truly extraordinary circumstances.

It is hard to believe how much and how dramatically the world has changed since we last met.

In the blink of an eye, a virus that started on the other side of the world has become a deadly pandemic with tragic consequences also here in Europe.

In a heartbeat, our lifestyles changed.
Da un giorno all’altro le nostre vite sono cambiate.
Our streets emptied.

And we went from business as usual to the fight of our lives.

In that time, we have seen the fragility of life laid bare in front of our eyes.

And we have seen tragedy on a scale unimaginable even just a few short weeks ago in the heart of Europe.

My heart goes out to all of the victims and their loved ones.

I want to pay tribute to the women and men leading that fight.

I think of the nurses, doctors and care workers in Italy, Spain and across Europe who ran towards the fire without any second thought.

The heroes who are putting everything on the line, every hour of the day, to save our parents, to save our grandparents, friends and colleagues, neighbours and strangers.

But what is unique about this fight is that every single one of us has a role to play.

Every single one of us can help repay that debt.

By keeping our distance we can slow down the spread of the virus.

The numbers in the last few days have shown that we can bend the trend – but only if we all do our share.

Yes, it is painful to stay away from our family – especially when we are worried about their physical and their mental health.

And yes, it is painful for those for whom home is not a happy or a safe place to be.

This is why I am convinced that while we may be sitting further apart than usual, we must work closer together than ever before.

We must look out for each other, we must pull each other through this.

Because if there is one thing that is more contagious than this virus, it is love and compassion.

And in the face of adversity, the people of Europe are showing how strong that can be.

Small acts of kindness, compassion, solidarity are helping to spread hope through all Europe:

from volunteering to balcony singing.

From sending postcards to the lonely, to shopping for the elderly.

From hotels offering their beds for free, to restaurants donating their food.

From luxury perfumers and vodka producers making sanitising gel, to car makers and fashion houses producing masks.

This is the example that the European Union must follow.
È questo l’esempio che l’Unione europea deve seguire.
By each doing our little bit, we can truly help each other a lot.
Se facciamo tutti la nostra parte, possiamo davvero aiutarci molto l’un l’altro.
And our role as Europe’s institutions, policy makers and leaders is to show that same trust, that same unity and that same leadership.
E spetta a noi, in qualità di istituzioni europee, responsabili delle decisioni politiche e leader, dar prova di questa stessa fiducia, unità e leadership.
We all share this responsibility.

None of us can do it alone and certainly no Member State can handle this crisis on their own.

Because in this crisis, and in our Union more generally, it is only by helping each other that we can help ourselves.
Perché in questa crisi, e più in generale nella nostra Unione, è solo aiutandoci l’un l’altro che possiamo aiutare noi stessi.
But the story from the last few weeks is partly a painful one to tell.
Tuttavia, le ultime settimane ci raccontano una storia a tratti dolorosa.
When Europe really needed to be there for each other, too many initially looked out for themselves.
Quando l’Europa aveva davvero bisogno che ci fossimo gli uni per gli altri, troppi inizialmente si sono preoccupati solo di se stessi.
When Europe really needed an ‘all for one’ spirit, too many initially gave an ‘only for me’ response.

And when Europe really needed to prove that this is not only a ‘fair weather Union’, too many initially refused to share their umbrella.

But it was not long before some felt the consequences of their own uncoordinated action.

This is why over the last few weeks we took exceptional and extraordinary measures to coordinate and enable the action that is needed.
È per questo che nelle ultime settimane abbiamo adottato misure eccezionali e straordinarie per permettere il coordinamento degli interventi necessari.
Since then, things are improving and Member States are starting to help each other – to help themselves.
Da allora le cose hanno iniziato a migliorare e gli Stati membri ad aiutarsi l’un l’altro — e così facendo ad aiutare sé stessi.
Europe is now really stepping up.
L’Europa sta passando alla velocità superiore.
But the people of Europe are watching what happens next.

And we all know what is at stake.

What we do now matters – for today as well as for the future.

The outbreak of the Coronavirus is first and foremost a public health emergency.

And we will stop at nothing to save lives.

To do that, we are lucky to have and to be able to rely on the best health care professionals in the world.

From Milan to Madrid and beyond, they are producing miracles every single day.
Da Milano a Madrid e non solo, ogni singolo giorno compiono miracoli.
But as we have seen – both there and elsewhere – the scale of the outbreak is stretching them to the breaking point.
Ma come abbiamo visto, lì come altrove, la portata dell’epidemia li sta sottoponendo ad una pressione insostenibile.
They urgently need the equipment, the right equipment, they need the right amount of it, and they need it right now.
Hanno urgente bisogno di equipaggiamento – dell’equipaggiamento adeguato – ne hanno bisogno in quantità sufficiente e ne hanno bisogno ora.
But instead of that, what we saw was crucial equipment stuck in bottlenecks or at borders for days.
E invece abbiamo visto dispositivi fondamentali bloccati da ostacoli burocratici o alle frontiere per giorni.
And this is why we had to take matters into our own hands as far as we could to release these blockades.
È per questo che siamo dovuti intervenire dove potevamo per sbloccarli.
This is why we are creating the first ever European stockpile of medical equipment, such as ventilators, masks and lab supplies.
Ed è per questo che stiamo creando la prima scorta europea di attrezzature mediche, quali ventilatori, mascherine e materiali per i laboratori.
The Commission will finance 90% of this stockpile through RescEU.
La Commissione la finanzierà al 90 % tramite rescEU.
This is why we launched several joint procurements with Member States for testing kits, ventilators and protective equipment.
È per questo che abbiamo avviato diversi appalti congiunti con gli Stati membri per l’acquisto di kit di analisi, ventilatori e dispositivi di protezione.
25 Member States joined the latter.

And there is good news:

since Tuesday, we know that their demands for masks, gloves, goggles, face-shields can be matched by the producers.
Da martedì sappiamo che la loro domanda di mascherine, guanti, occhiali e schermi facciali può essere soddisfatta dai produttori.
The first deliveries should start in the coming weeks.
Le prime consegne inizieranno nelle prossime settimane.
And because knowledge saves lives in a pandemic, we set up a European team of scientists, experts to help us come up with coordinated measures that we all can follow.
E poiché nelle pandemie è la conoscenza a salvare vite, abbiamo istituito un team europeo di ricercatori e di esperti per aiutarci a definire misure coordinate che potremo tutti rispettare.
I personally chair these discussions twice a week.

Doing so has only deepened my conviction that we will need to draw on all that makes us strong to get through this together and then to get back on our feet again.
E ciò ha solo rafforzato la mia convinzione che avremo bisogno di attingere da tutto ciò che ci rende forti per affrontare questa prova insieme e per poi rimetterci in piedi, di nuovo.
And we have no stronger asset for this than our unique Single Market.
E la nostra risorsa più preziosa è il mercato unico.
A successful European response can only be coordinated if our Internal Market and our Schengen area work the way it should.
La risposta europea avrà successo e potrà essere coordinata solo se il nostro mercato interno e il nostro spazio Schengen funzioneranno a dovere.
A crisis without borders cannot be resolved by putting barriers between us.
Una crisi che non conosce confini non può essere risolta ergendo muri tra noi.
And yet, this is exactly the first reflex that many European countries had.
Eppure questa è stata proprio la prima reazione di molti Stati europei.
This simply makes no sense.
Non ha alcun senso.
Because there is not one single Member State that can meet its own needs when it comes to vital medical supplies and equipment.
Perché non vi è alcuno Stato membro in grado di far fronte da solo alle proprie necessità di forniture e attrezzature mediche essenziali.
Not one.
Nemmeno uno.
The free movement of goods and services is therefore our strongest, and frankly, our only asset to ensure supplies can go where they are needed most.
La libera circolazione di beni e servizi è pertanto la nostra risorsa più preziosa, anzi la nostra sola risorsa, per garantire che le forniture siano inviate a chi ne ha più bisogno.
It makes no sense that some countries unilaterally decided to stop exports to others in the Internal Market.
Non ha senso che alcuni paesi abbiano deciso in modo unilaterale di bloccare le esportazioni verso altri paesi nel mercato interno.
And this is why the Commission intervened when a number of countries blocked exports of protective equipment to Italy.
Ed è per questo che la Commissione è intervenuta quando alcuni paesi hanno bloccato le esportazioni di dispositivi di protezione verso l’Italia.
It is why we issued guidelines for border measures to protect health and keep goods and essential services available.

It is why we are calling for priority ‘green lanes’ for transport of goods.

These will ensure that crossing the border takes no more than 15 minutes.
In questo modo garantiremo che il passaggio ai valichi di frontiera possa avvenire in non più di 15 minuti.
And they will help ensure that goods and supplies can go where they are needed and we all can avoid shortages.
E contribuiremo a fare sì che beni e forniture arrivino laddove ve ne è maggiore bisogno e ad evitare eventuali carenze.
It pains me that we had to do this, but our coordinated approach is now bearing fruit.
Mi addolora certo che siamo dovuti ricorrere a questi metodi ma il nostro approccio coordinato sta dando i suoi frutti.
The Internal Market is already functioning better.
E il mercato interno ha ricominciato a funzionare meglio.
And we all welcome the news that hospitals in Saxony took patients from Lombardy, while others from the ‘Grand Est’ in France are now being treated in the Grand Duchy of Luxembourg.
Tutti abbiamo inoltre appreso con grande soddisfazione la notizia che ospedali della Sassonia hanno accolto pazienti provenienti dalla Lombardia, mentre altri pazienti della regione francese del “Grand Est” sono attualmente curati in strutture del Granducato del Lussemburgo.
This only goes to prove that it is only by helping each other that we can help ourselves.
A dimostrazione del fatto che solo aiutandoci a vicenda possiamo aiutare noi stessi.

Onorevoli parlamentari,
The whole set of measures that we have taken reflects the unprecedented situation we are all in.
Tutte le misure che abbiamo adottato riflettono la situazione senza precedenti che stiamo vivendo.
But as I said earlier, the people of Europe are watching what happens next.
Ma, come ho già detto, gli europei aspettano le prossime mosse.
And they of course want us to do everything we can to save as many lives as we can.
E ovviamente si aspettano da noi che facciamo tutto il possibile per salvare il massimo di vite umane.
But they are also thinking about the day after.
Ma stanno anche già pensando al dopo.
They are thinking about what job they will have to go back to, what will happen to their business and to their employers.
Stanno pensando a come sarà il loro lavoro quando torneranno al lavoro, a che ne sarà della loro impresa o dei loro datori di lavoro.
What will happen to their savings and their mortgage?
Cosa succederà ai loro risparmi e al loro mutuo.
They will worry about their parents, their neighbour, their local community.
Saranno in ansia per le loro famiglie, i loro vicini, la loro comunità.
They will know that their governments had to make difficult decisions to save lives – yes.
Certo, saranno consapevoli del fatto che i loro governi hanno dovuto operare scelte difficili per salvare vite umane.
But they will also remember who was there for them – and who was not.
Ma si ricorderanno anche di chi è stato al loro fianco in questa situazione – e di chi non lo è stato.
And they will remember those that acted – and those who did not.
E si ricorderanno di chi ha agito – e di chi non lo ha fatto.
and they will remember the decisions that we take today – or those we will not.
E si ricorderanno delle decisioni che adotteremo oggi – o di quelle che non adotteremo.
The point is that sometime soon there will be a day after.
Il fatto è che prima o poi ci sarà un “giorno dopo”.
And our job is to make sure that on that day – and on all that follow it – the European Union is there for those that need it.
E il nostro lavoro è garantire che quando arriverà quel giorno – e tutti i giorni che seguiranno – l’Unione europea sarà al fianco di chi ne ha bisogno.
What we do now really matters.
Quello che faremo ora avrà un impatto reale.
And this is why we launched the Coronavirus Response Investment Initiative to help direct EUR 37 billion mitigate the impact of the crisis, to save lives, jobs and businesses.
È per questo motivo che abbiamo avviato l’iniziativa di investimento in risposta al coronavirus, finalizzata a destinare 37 miliardi di euro per ridurre l’impatto della crisi e salvare vite umane, posti di lavoro e imprese.
This is why we adopted the most flexible ever temporary rules on state aid to enable Member States to give a lifeline to their businesses.
E per questo motivo abbiamo adottato, in via temporanea, le norme più flessibili di sempre in materia di aiuti di Stato, così da consentire agli Stati membri di garantire un sostegno vitale alle loro imprese.
The first cases were approved in record time, within a matter of hours.

And this is why, for the first time in our history, we have activated the general escape clause in the Stability and Growth Pact.
E per questo motivo, e per la prima volta nella nostra storia, abbiamo attivato la clausola di salvaguardia generale del patto di stabilità e crescita.
That means that Member States can use all the firepower they have to support those in work or those out of work, to support businesses small and big, and to support people through these tough times.
Ciò significa che gli Stati membri possono usare tutte le armi di cui dispongono per sostenere chi lavora e chi ha perso il lavoro, per sostenere le imprese grandi e piccole e per aiutare le persone a superare questa fase difficilissima.

That is the Europe that people must remember on the day after.
Questa è l’Europa di cui le persone devono ricordarsi quando arriverà il “giorno dopo”.
A Europe that works at top speed when it feels as though the whole world has pressed pause.
Un’Europa che agisce in tempi rapidissimi, mentre si ha la sensazione che il mondo intero sia in fase di stallo.
A Europe that is there for its people and Member States when they need it most.
Un’Europa che risponde “presente” quando i suoi cittadini e i suoi Stati membri ne hanno urgente bisogno.
A Europe that has empathy and puts compassion above all else.
Un’Europa che fa mostra di empatia e mette al primissimo posto la solidarietà.
A Europe that in times of need is both resilient and selfless.
Un’Europa che nel momento del bisogno è al contempo resiliente e altruista.
That is the Europe I want.
Questa è l’Europa che auspico.
It is precisely this Europe that our founding fathers and mothers dreamt of amid the ashes of the Second World War.
Questa è esattamente l’Europa che le madri e i padri fondatori sognavano potesse nascere dalle ceneri della seconda guerra mondiale.
When they created this Union of people and nations, they were painfully aware of what egotism and overblown nationalism could lead to.
E quando crearono questa Unione di uomini e nazioni, essi erano dolorosamente consapevoli delle possibili conseguenze dell’egoismo e di un nazionalismo esasperato.
Their goal was to forge an alliance in which mutual trust grows into common strength.
Il loro obiettivo era forgiare un’unione nella quale la fiducia reciproca potesse dare vita a una forza comune.
And it was from their great idea that within decades a unique community of freedom and peace – our European Union – arose.
Era questa la loro grande idea, dalla quale nell’arco di qualche decennio è nata una comunità unica nel suo genere, fondata sui valori di pace e libertà – la nostra Unione europea.
Today, in the face of our invisible enemy, these fundamental values of our Union are being put to the test.
E oggi, confrontati a un nemico invisibile, i valori fondanti della nostra Unione sono messi a dura prova.
We must all be able to rely on one another.
Dobbiamo poter fare affidamento gli uni sugli altri.
And we must all pull each other through these tough times.
Dobbiamo, di nuovo, aiutarci l’un l’altro per superare questo periodo difficilissimo.
Right now it is our utmost duty and priority to save the lives and livelihoods of European men and women.
In questo momento i nostri obblighi e priorità assoluti sono salvare la vita e i mezzi di sussistenza dei cittadini europei.
But the day will come – and I hope in the not-too-distant future – when we must look ahead and, together, shape the recovery.
Ma verrà un giorno (e spero sia in un futuro non troppo lontano) in cui dovremo guardare avanti e creare insieme le basi per la ripresa.
We will have to learn lessons and have to decide what type of European Union we want for the future.
E a quel punto dovremo trarre insegnamento da quanto è successo e decidere quale Unione europea vorremo in futuro.
And when we do, we must not get sucked into the false debate of more or less Europe.
E quando lo faremo, dovremo evitare di lasciarci imprigionare dal dibattito fuorviante se sia necessaria “più Europa o meno Europa”.
We should focus on how we can use this storm to make sure we can withstand the next.
Dovremo piuttosto cercare di concentrarci sulle lezioni tratte dalla tempesta che si è abbattuta su di noi, per essere sicuri di poter resistere meglio alla prossima.
After all, the desire for a resilient European home which is worth living in is something that unites us all:
Perché, in fin dei conti, tutti noi siamo uniti dal desiderio di una patria europea resiliente e vivibile.
North and South, East and West.
A nord come a sud, a est come a ovest.
Let’s be mindful that the decisions we take today will be remembered.
E dobbiamo esserne consapevoli: le decisioni che prendiamo oggi saranno ricordate a lungo.
And they will shape the foundations of our European Union of tomorrow.
E porranno le basi per la nostra Unione europea di domani.
We are standing at a fork in the road:
Ci troviamo a un bivio.
will this virus permanently divide us into rich and poor?
Questo virus riuscirà per sempre a dividerci tra poveri e ricchi?
Into the haves and the have-nots?
Tra benestanti e nullatenenti?
Or will we become a strong continent, a player to be reckoned with in this world?
O rimarremo invece un continente forte, un attore di peso sulla scena mondiale?
Can we even emerge stronger and better from this?
Riusciremo forse a emergere da questa situazione ancora più forti e migliori?
Can our communities be closer in the face of adversity?
È possibile che la crisi riesca a ravvicinare tra loro le nostre società?
Can our democracies be greater?
È possibile che il prestigio delle nostre democrazie ne esca rafforzato?
Looking at the many acts of kindness, goodwill and human decency throughout Europe, we have every reason to be optimistic about the future.
Ma se consideriamo i molti atti di generosità, amicizia e umanità visti in tutta Europa, ci rendiamo conto di avere buoni motivi per guardare al futuro con ottimismo.
Europe has everything it needs, and we are ready to do whatever it takes to overcome this crisis.
La nostra Europa dispone di tutto il necessario e noi siamo pronti a fare tutto quello che occorre per superare questa crisi.

In recent days many of you have quoted Jean Monnet on Europe being forged in crises. This still stands true today.
negli ultimi giorni molti di voi hanno citato la frase di Jean Monnet sulla costruzione dell’Europa in tempi di crisi che vale anche oggi.
But there is a quote from another founding father which I think also sums up where we are.
C’è però una citazione di un altro padre fondatore che, a mio avviso, sintetizza altrettanto bene la situazione in cui ci troviamo oggi.
Konrad Adenauer once said that ‘History is the sum total of things that could have been avoided.’
È di Konrad Adenauer e recita: “La storia è la somma totale delle cose che avrebbero potuto essere evitate”.
Dear friends, history is watching us.
Care amiche e cari amici, la storia ci guarda.
Let us do the right thing together – with one big heart, not 27 small ones.
