The last few weeks have turned our world upside down.
Le ultime settimane hanno sconvolto il nostro mondo.

It seems like a lifetime ago that we were going about our everyday business.
La nostra routine quotidiana di prima ci sembra già un pallido ricordo lontano;

But by now, some of you reading will have had symptoms, many of you will know someone who is sick;
in questo momento invece qualcuno di voi forse presenta sintomi e molti di voi conoscono qualcuno che si è ammalato.

and every single one of us are worried about our loved ones..
Tutti noi ci preoccupiamo per i nostri cari.

But what is unique about the situation we are in is that all of us are part of the solution:
Ma la peculiarità di questa situazione è che ciascuno di noi ha un ruolo importante da svolgere per superarla:

all of us as citizens, but also companies, cities, regions, nations and the whole world over.
come cittadini, ma anche come aziende, città, regioni, nazioni e questo in tutto il mondo.

Yes, it is true:

Europe was initially partly blindsided by an unknown enemy and a crisis of unprecedented scale and speed.
in un primo momento l’Europa è stata presa un po’ in contropiede da un nemico sconosciuto e da una crisi senza precedenti per portata e repentinità.

This false start is still hurting us today.
Di questo passo falso paghiamo le conseguenze ancora oggi.

>>> But Europe is now standing tall together.
Ma l’Europa adesso si è rialzata ed è unita;

And that is being driven by a surge of compassion across our Union.
e questo grazie all’ondata di solidarietà che attraversa tutta l’Unione.

In the last weeks, we have seen retired doctors and nurses answer the call of duty and millions more volunteer to do anything they can to help.
Nelle ultime settimane abbiamo visto medici e infermieri in pensione rimettersi al lavoro e milioni di persone offrirsi per prestare aiuto in qualsiasi modo.

We have seen restaurants deliver food to exhausted medical staff, designer labels make hospital gowns and car makers turn into ventilator producers.
Abbiamo visto ristoranti consegnare cibo al personale medico esausto, case di moda confezionare camici d’ospedale e produttori di automobili mettersi a fabbricare ventilatori polmonari.

That solidarity is infectious – and it is at the heart of our Union.
Questa solidarietà è contagiosa, ed è al centro della nostra Unione.

Thanks to that impulse the real Europe is back.
Grazie a questa spinta la vera Europa è tornata.

The one that works together to do what none of us could do alone.
Quella che si unisce per riuscire in un’impresa che sarebbe impossibile per ciascuno singolarmente.

The EU is now delivering and is working flat out every day to save every life we can, to protect livelihoods and kickstart our economies.
L’Europa si è attivata e lavora senza sosta ogni giorno per salvare il massimo di vite umane, per proteggere i mezzi di sussistenza e dare un impulso alle nostre economie.

In the last weeks, we have taken measures which would have been unthinkable only recently.
Nelle ultime settimane abbiamo adottato misure che sarebbero state impensabili solo poco tempo fa.

We have made our state aid rules more flexible than ever before so that businesses big and small can get the support they need.
Abbiamo reso le nostre norme in materia di aiuti di Stato più flessibili che mai per dare alle imprese, grandi e piccole, il sostegno di cui hanno bisogno.

We have relaxed our budgetary rules more than ever before to allow national and EU spending to go quickly to those that need it.
Abbiamo allentato le nostre regole di bilancio come mai prima d’ora per far sì che gli stanziamenti nazionali e dell’UE arrivino rapidamente a chi ne ha bisogno.

This has helped EU institutions and Member States put up €2.8 trillion to fight the crisis – the strongest response anywhere in the world.
Tutto ciò ha permesso alle istituzioni dell’UE e agli Stati membri di mettere a disposizione 2.800 miliardi di euro per la lotta contro la crisi, la più forte risposta mai messa in atto nel mondo.

And this week the European Union went one step further.
Questa settimana l’Unione europea andrà ancora oltre:

We have proposed a new scheme called SURE to make sure that people can keep their jobs and their incomes, as well as ensure that businesses can stay afloat while we hibernate.
abbiamo proposto un nuovo regime, il “SURE”, per garantire che le persone possano mantenere posto di lavoro e reddito e per aiutare le imprese a restare a galla durante la fase di stallo.

The scheme will provide €100 billion to help governments make up the difference if your company has had to reduce your hours – and it can support the self-employed too.
Il regime fornirà 100 miliardi di euro per aiutare i governi a integrare il reddito se l’azienda avrà dovuto ridurre le ore lavorative e potrà servire anche ad aiutare i lavoratori autonomi.

This will help those in need to pay their rent, bills or food and keep other businesses alive in the process.
Si tratta di un aiuto per chi deve pagare l’affitto, le bollette o la spesa e per mantenere in vita altre imprese.

And to step up the fight to save lives, we have also decided to put every cent of the remaining money in this year’s budget into an emergency instrument to help secure vital medical equipment and scale up testing.
Per intensificare la lotta per salvare vite umane, abbiamo inoltre deciso di destinare ogni centesimo rimanente nel bilancio di quest’anno. Questo strumento di emergenza servirà a fornire attrezzature mediche vitali e aumentare il numero dei test diagnostici.

This reflects the fact that in this crisis there can be no half-measures.
Per affrontare questa crisi non possiamo adoperare mezze misure.

And that will be the case for years to come as we seek to lift our economy out of the crisis valley.
E così sarà per gli anni a venire, quando dovremo cercare di far uscire la nostra economia dalla crisi.

To do this, we will need massive investment in the form of a Marshall Plan for Europe.
Per questo avremo bisogno di investimenti massicci, sotto forma di un piano Marshall per l’Europa.

And at the heart of it should lie a powerful new EU budget.
Al centro di questo piano ci deve essere un nuovo, forte bilancio dell’UE.

The advantages of this are obvious:
I vantaggi sono evidenti:

the EU budget is a proven instrument of solidarity and modernisation.
il bilancio dell’UE è uno strumento rodato di solidarietà e modernizzazione.

And with its seven-year term, it creates certainty for investors and reliability for all parties involved.
Con la sua durata settennale, crea certezza per gli investitori e affidabilità per tutte le parti coinvolte.

But just as the world looks very different from the way it did just a few weeks ago – so must our budget.
Ma così come il mondo appare molto diverso da come era appena qualche settimana fa, così deve essere il nostro bilancio.

It must be there for the time when economies weakened by the current crisis will need to spark their engines and get our unique internal market going again.
Questo è un momento cruciale in cui le economie indebolite dalla crisi attuale dovranno riaccendere i motori e far girare nuovamente quella realizzazione unica che è il nostro mercato interno.

The billions and trillions being spent today to avert a greater disaster are an investment in our future protection and they will bind generations.
I miliardi e le migliaia di miliardi spesi oggi per evitare una catastrofe peggiore sono un investimento nella nostra protezione futura e saranno vincolanti per le generazioni a venire.

This is why the money in our next budget must be invested in a smart and sustainable manner.

It must help preserve what is dear to us and renew the sense of belonging amongst Europe’s nations.

And crucially we need to invest strategically in our future, for example for innovative research, for digital infrastructure, for clean energy, for a smart circular economy, for transport systems of the future.

A Marshall Plan of this nature will help build a more modern, sustainable and resilient Europe.

This is the Union that I believe can emerge from this – just as it did after we every crisis in our history.

And this enormous effort, this new Europe, will need one thing more than any else:

The people of Europe must want a common future where we stand up for each other.

What I see around Europe today shows the way and it fills me with pride.

The future of Europe is the Polish doctors going to Italy.
Il futuro dell’Europa sono i medici polacchi che sono accorsi in Italia.

It is Czechs sending 10,000 masks to Spain and elsewhere.
È la repubblica ceca che invia 10.000 mascherine alla Spagna e ad altri paesi.

It is the airplanes that fly sick people from northern Italy to eastern Germany or the trains that bring people across borders to be treated in free intensive care beds.
Sono gli aerei che trasportano i malati dall’Italia settentrionale alla Germania orientale o i treni che portano le persone oltre frontiera, dove vengono curate gratuitamente nei reparti di terapia intensiva.

It is the Bulgarians who send protective equipment to Austrians, and Austrians who send masks to Italy.
Sono i bulgari che inviano dispositivi di protezione agli austriaci e gli austriaci che inviano mascherine all’Italia.

It is the first common European stock of medical equipment, or the respirators and test kits purchased together by almost every country, from Romania to Portugal, to be sent to Spain, Italy and elsewhere.

The power and solidarity of this Union was also felt by thousands of Europeans who were stranded in Vietnam, South Africa or Argentina and were flown back home on a European ticket.
Migliaia di europei che erano rimasti bloccati all’estero in Vietnam, in Sudafrica o in Argentina e che sono potuti tornati a casa grazie a un volo europeo hanno toccato con mano la forza e la solidarietà di questa Unione.

With each one of these acts of solidarity, Europe rises back up that little bit more.
Ognuno di questi atti di solidarietà fa l’Europa un po’ più grande.

and I am in no doubt that before long Europe will be back up on its feet.
E non ho dubbi che tra non molto l’Europa si rialzerà.
