In the 70 years since the Schuman Declaration, Europe has been no stranger to crises and challenges.
Nei 70 anni trascorsi dalla dichiarazione Schuman, le crisi e le sfide non sono state estranee all’Europa.
In many ways, Europe’s motto has always been not only ‘united in diversity’ but also ‘united in adversity’.
Sotto molti punti di vista, da sempre il motto dell’Europa non è stato soltanto «uniti nella diversità» ma anche «uniti nell’avversità».
And today, in this time of adversity, and in response to this crisis, Europe, more than ever, needs unity, determination and ambition.
E oggi, in questo periodo di avversità, e in risposta a questa crisi l’Europa ha più che mai bisogno di unità, determinazione e ambizione.
And it is in this spirit that the Commission is working on an ambitious recovery plan for Europe – as you called for in your resolution today.
Ed è in questo spirito che la Commissione sta lavorando ad un piano ambizioso di rilancio per l’Europa, proprio come state chiedendo voi oggi nella vostra risoluzione.

We all know why we need to act.
tutti noi sappiamo perché occorre agire.
And over these last few weeks, you have often heard me talk about what Europe must do.
E nel corso delle ultime settimane mi avete sentito spesso dire cosa deve fare l’Europa.
Today I want to talk to you about how it will do it.
Oggi intendo affrontare il come.
I want to set out for you the structure and the main features of the ambitious recovery plan for Europe that we are working on.
Vi voglio presentare l’architettura e le caratteristiche principali dell’ambizioso piano di rilancio per l’Europa sul quale stiamo lavorando.
But to do that, we first need to fully understand the anatomy of this very particular crisis.
Ma per procedere dobbiamo innanzitutto capire bene l’anatomia di questa crisi del tutto particolare.
We have had economic slowdowns before but we have never had an economic shutdown like in the last three months.
Abbiamo già assistito a periodi di rallentamento economico ma non abbiamo mai dovuto affrontare un blocco delle attività economiche come negli ultimi tre mesi.
>>> Our economies have been on hold.
Le nostre economie sono in sospeso.
The supply chains have been disrupted and demand has collapsed.
Le catene di approvvigionamento sono state sconvolte e la domanda è crollata.
And the truth is that we will not just go back to business as usual soon.
E la verità è che non torneremo alla normalità tanto presto.
Our economies and societies will open slowly, cautiously and gradually.
Le nostre economie e le nostre società ripartiranno lentamente, con cautela e gradualità.
While schools stay shut, most parents will have to continue home-office.
Finché le scuole rimarranno chiuse la maggior parte dei genitori dovrà continuare a lavorare da casa.
And while social distancing measures rightly stay in place, businesses will have to rethink their workplace and way of working.
E finché le misure di distanziamento sociale rimarranno giustamente in vigore le imprese dovranno ripensare l’ambiente e le modalità di lavoro.
In other words:

We will recover but it will take time.
ne usciremo, ma ci vorrà del tempo.
Second point:
Secondo punto:
The virus is the same in every Member State, but the capacity to respond and absorb the shock is very different.
il virus che ha colpito gli Stati membri è lo stesso ma la capacità di farvi fronte e assorbire lo shock è molto diversa.
For instance, countries and regions with economies that are built on client facing services – such as tourism or culture – have suffered way more.
Per fare un esempio, i paesi e le regioni in cui le economie si basano su servizi a contatto diretto con i clienti – come il turismo o la cultura – hanno pagato il prezzo più alto.
We should also not forget that those who were hit first by the virus were often hit the hardest.
Non dovremmo nemmeno dimenticare che chi è stato colpito per primo dal virus è stato spesso anche colpito più pesantemente.
Because it was the painful experience and the full transparency of Italy and Spain in dealing with the pandemic – that helped others to brace themselves for the impact.
Perché è stata l’esperienza dolorosa di Italia e Spagna e la totale trasparenza con la quale hanno gestito la pandemia che ha aiutato gli altri a prepararsi all’impatto.
Third point:

Every Member State has supported workers and companies as best as possible – in large part thanks to the European Level being fast and forceful:
Ogni Stato membro ha sostenuto i lavoratori e le imprese al meglio delle sue possibilità – in larga misura grazie alla rapidità e all’efficacia dell’intervento a livello europeo:
We triggered the general escape clause and we gave full flexibility on EU fund and state aid rules.
abbiamo attivato la clausola di salvaguardia generale e concesso piena flessibilità riguardo alle normative dell’Unione che disciplinano i finanziamenti e gli aiuti di Stato.
But: it’s also true that each Member State has a different fiscal space – so the use of state aid is very different.
Ma è anche vero che ogni Stato membro ha un diverso margine di bilancio per cui il ricorso agli aiuti di Stato varia notevolmente da un paese all’altro.
What we start to observe now is an unlevelling of the playing field in our Single Market.
Iniziamo ora ad osservare una certa disparità di condizioni all’interno del mercato unico.
Therefore, in response,
Per questo motivo
– we need to support those, that need it the most,
– dobbiamo sostenere quanti ne hanno maggior bisogno
– we have to push for investment and reform,
– dobbiamo dare impulso agli investimenti e alle riforme
– and we have to strengthen our economies by focusing on our common priorities:
– e dobbiamo rafforzare le nostre economie puntando su priorità comuni
like the European Green Deal, digitalization and Resilience.
quali il Green Deal europeo, la digitalizzazione e la resilienza.
And because it is a European recovery focusing on European priorities, it is essential that the European Parliament plays its full role.
E poiché si tratta di una ripresa europea incentrata su priorità europee, è essenziale che il Parlamento europeo svolga appieno il suo ruolo.
For me, it goes without saying that this Parliament must provide the democratic accountability – and have its say on the entire recovery package – just as it does on the EU budget.
Dal mio punto di vista, è fuori di dubbio che questo Parlamento deve assicurare la responsabilità democratica e prendere posizione sull’intero pacchetto per la ripresa, esattamente come fa per il bilancio dell’Unione.
And that’s where we start today.

This recovery package consists of two parts:
il pacchetto per la ripresa consta di due parti.
Firstly, there will be the European budget – the MFF that you know well.
In primo luogo, il bilancio europeo, il QFP che conoscete bene.
Secondly – and on top of the budget – will be a recovery instrument funded through a larger headroom.
In secondo luogo, in aggiunta alla dotazione di bilancio, uno strumento per il rilancio finanziato con un margine più ampio.
This headroom fixes the maximum amount of money, that the Commission can borrow on the capital markets with the guarantee of the Member States.
Questo margine stabilisce l’importo massimo dei prestiti che la Commissione può contrarre sui mercati dei capitali con la garanzia degli Stati membri.
And even more important:
E, cosa ancora più importante,
The entirety of the recovery funds will be channelled through EU programmes.
la dotazione del fondo per la ripresa sarà interamente erogata attraverso programmi UE.
This is why – and I repeat – the European Parliament will have the same say on how the recovery money is spent as it does on how the MFF is spent.
Per questo motivo – lo ribadisco –il Parlamento europeo potrà dire la sua su come viene spesa la dotazione destinata alla ripresa esattamente come fa per la dotazione del QFP.
Now, where does this recovery money go? It will be spent across three pillars
Ora, dove va questo denaro? La spesa si articolerà intorno a tre pilastri.

The first pillar will focus on supporting Member States to recover, repair and come out stronger from the crisis.
Il primo pilastro è destinato a sostenere gli Stati membri perché possano riprendersi e uscire ancora più forti dalla crisi.
The bulk of the money will be spent within this first pillar, on a new Recovery and Resilience tool –
Il grosso della dotazione sarà speso nell’ambito di questo primo pilastro per un nuovo strumento a favore della ripresa e della resilienza
created to fund key public investment and reforms aligned with our European priorities:
destinato a finanziare investimenti pubblici e riforme essenziali in linea con le nostre priorità europee:
the twin transition to a climate-neutral and a digitalised and resilient Europe.
la duplice transizione verso un’Europa climaticamente neutra e un’Europa resiliente e digitalizzata.
This will be done within the European Semester.
Ciò sarà realizzato nell’ambito del semestre europeo.
It will be available to all Member States – whether in the euro area or not –
Questo strumento sarà messo a disposizione di tutti gli Stati membri, a prescindere dalla loro appartenenza alla zona euro
and it will be focused on those parts of the Union that have been most affected and where resilience needs are the greatest.
e andrà a sostenere le parti dell’Unione che sono state maggiormente colpite e in cui è più forte il bisogno di resilienza.
Within the first pillar, the Commission will propose a cohesion top-up.
Nell’ambito del primo pilastro, la Commissione proporrà una dotazione integrativa per la coesione
This will be above the usual cohesion envelope within the MFF.
che andrà ad aggiungersi a quella normalmente prevista nell’ambito del QFP.
This top-up will be allocated based on the severity of the economic and social impacts of the crisis.
L’assegnazione di queste risorse integrative terrà conto della gravità delle ripercussioni economiche e sociali della crisi.

The second pillar is about kick-starting the economy and helping private investment to get moving again.
Il secondo pilastro è volto a rilanciare l’economia e aiutare gli investimenti privati a rimettersi in marcia.
We already knew before the crisis that we also need major private investment in key sectors and technologies:
Sapevamo già, prima della crisi, che abbiamo anche bisogno di ingenti investimenti privati nei settori e nelle tecnologie fondamentali:
from 5G to Artificial Intelligence,
dallo standard 5G all’intelligenza artificiale,
from clean hydrogen to offshore renewable energy.
dall’idrogeno pulito all’energia rinnovabile offshore.
This crisis has only made the need greater than it was before.
La crisi che attraversiamo ha solo reso queste esigenze più acute di quanto lo fossero prima.
This is why we will strengthen InvestEU.
Pertanto rafforzeremo il programma InvestEU.
We will also create for the first time a new Strategic Investment Facility.
Introdurremo inoltre per la prima volta un nuovo meccanismo strategico per gli investimenti.
This will help invest in key value chains crucial for our future resilience and strategic autonomy, such as the pharmaceutical sector.
Esso contribuirà agli investimenti nelle principali catene del valore fondamentali per la nostra resilienza e autonomia strategica futura, ad esempio nel settore farmaceutico.
Europe must be able to produce critical medicines itself.
L’Europa deve essere in grado di produrre direttamente i farmaci di importanza vitale.
But for all this, we need healthy companies to invest in.
Ma per tutto ciò abbiamo bisogno di imprese sane in cui investire.
This is why we will also propose a new Solvency Instrument.
Per questo proporremo anche un nuovo strumento per la solvibilità.
This will help match the recapitalisation needs of healthy companies who have been put at risk as a result of the lockdown – wherever they are located in Europe.
Esso contribuirà a far fronte alle esigenze di ricapitalizzazione delle imprese sane che sono state esposte a rischi a seguito del blocco di tutte le attività – ovunque siano stabilite in Europa.

And finally the third pillar is about learning the most immediate lessons of the crisis.
Infine, il terzo pilastro consiste nell’imparare gli insegnamenti più immediati della crisi.
Over the last months, we have seen what is important, what has worked well and what needs to be improved.
Nel corso degli ultimi mesi, abbiamo capito cosa è importante, cosa ha funzionato bene e cosa deve essere migliorato.
We will strengthen programmes that have proven their value in the crisis, such as RescEU or Horizon Europe.
Rafforzeremo i programmi che hanno dimostrato la loro utilità durante la crisi, quali RescEU o Orizzonte Europa.
We will create a new, dedicated Health Programme. And we will make sure that we can support our partners by strengthening our instruments for Neighbourhood, Development and International Cooperation and for pre-accession assistance.
Creeremo un nuovo programma specificamente dedicato alla salute. E faremo in modo di essere in grado di sostenere i nostri partner rafforzando i nostri strumenti per la politica di vicinato, la cooperazione allo sviluppo e la cooperazione internazionale nonché per l’assistenza preadesione

In a nutshell this is how the recovery instrument will look. – It will be focused on where there is the greatest need and the greatest potential.
in sintesi, così si presenterà lo strumento per la ripresa. Sarà incentrato sui settori in cui vi è la maggiore necessità e il maggiore potenziale.
– The recovery instrument is short-term and concentrated on the first years of recovery.
– Lo strumento per la ripresa è di breve durata e si concentra sui primi anni della ripresa.
– It will include grants,
– Includerà sovvenzioni
– and it will include the possibility to frontload part of the investment still this year, using proven financing models based on national guarantees.
ed anche la possibilità di anticipare parte dell’investimento già quest’anno applicando modelli di finanziamento comprovati sulla base di garanzie nazionali.
The recovery instrument will complement the three important safety nets agreed by the Leaders in April:
Lo strumento per la ripresa integrerà le tre importanti reti di sicurezza approvate dai leader in aprile:
– the SURE programme,
– il programma SURE,
– and the finance available from the European Investment Bank,
e i finanziamenti disponibili dalla Banca europea per gli investimenti
– and the European Stability Mechanism.
e dal meccanismo europeo di stabilità.
And together with our next MFF, this will be the ambitious answer Europe needs.
Insieme al nostro prossimo QFP, questa sarà l’ambiziosa risposta alle esigenze dell’Europa.
An answer that will include new own resources that we need in our budget – just as the Commission proposed in 2018.
Una risposta che comprenderà nuove risorse proprie di cui abbiamo bisogno per il nostro bilancio, proprio come aveva proposto la Commissione nel 2018.
An answer that reflects our common values with a mechanism to protect the rule of law.
Una risposta che rifletta i nostri valori comuni con un meccanismo atto a proteggere lo Stato di diritto.
An answer that is built on necessity but is designed for the future.
Una risposta basata sulla necessità, ma concepita per il futuro.
This will strengthen solidarity between nations, between people, but also between generations.
Ciò rafforza la solidarietà tra i paesi e le persone; così come tra le generazioni.
Sooner or later our scientists and researchers will develop a vaccine against coronavirus.
Prima o poi i nostri scienziati e ricercatori troveranno un vaccino contro il coronavirus.
For climate change, however, there is no vaccine.
Ma non c’è vaccino contro i cambiamenti climatici.
This is why Europe must now invest in a clean future.
Per questo motivo l’Europa deve ora investire in un futuro pulito.
Our investment in rebuilding comes at a price: rising debt.
I nostri investimenti per la ricostruzione saranno fatti a caro prezzo. Vale a dire l’aumento dell’onere del debito.
If it is necessary to increase our debt, which our children will then inherit, then at the very least, we must use that money to invest in their future, by addressing climate change, reducing the climate impact and not adding to it.
Ma se dobbiamo aumentare il debito, che i nostri figli dovranno pagare in futuro, il minimo che possiamo fare è usare il denaro per investire nel loro futuro; affrontare i cambiamenti climatici e ridurre la pressione sul clima e non solo fare piccoli miglioramenti
As we come out of the crisis, we must not fall into old habits, we must not hold onto yesterday’s economy as we rebuild.
Una volta superata la crisi non dobbiamo ricadere nei vecchi modelli, non dobbiamo avviare la ripresa per ricostruire il modello economico di ieri.
On the contrary, we must boldly use this opportunity to build a modern, clean and healthy economy, which secures the livelihoods of the next generation.
Dovremmo invece ora cogliere coraggiosamente l’opportunità per costruire un’economia moderna, sana e pulita, che assicuri il sostentamento della prossima generazione.
The European Union alone cannot heal all the wounds left by the crisis.
L’Unione europea non può, da sola, curare tutte le ferite che questa crisi lascerà dietro di sé.
But we will shoulder our share of the responsibility, by evenly distributing the burden between Member States right now – whilst ensuring that younger generations also reap the rewards of this incredible effort.
Ma noi assumiamo la nostra parte di responsabilità riequilibrando gli oneri tra gli Stati membri – e garantendo nel contempo che gli enormi sforzi che oggi facciamo abbiano ricadute positive anche per le giovani generazioni.
This task now lies before us, and I am convinced that a united Europe can rise to it.
Questo è il nostro compito oggi, e io sono convinta che un’Europa unita sarà all’altezza di questo compito.
