Thank you for inviting the European Commission to the inaugural session of your National Consultation.
grazie di aver invitato la Commissione europea alla seduta inaugurale della vostra consultazione nazionale.

In these months we have worked very closely together, and this is how things should always work.
In questi mesi abbiamo lavorato in stretta collaborazione, ed è così che dovrebbe essere sempre.

Rome and Brussels together, for Italy and for Europe.
Roma e Bruxelles insieme, per l’Italia e per l’Europa.

Today, Italy is getting back on its feet.
Oggi l’Italia si sta rialzando.

The shopping windows on your cities’ main streets are lighting up again.
Si riaccendono le luci nelle vetrine dei negozi, lungo le strade delle vostre città.

Factory gates are reopening.
I cancelli delle fabbriche riaprono.

Cafes and restaurants are once again filled with the sound of chatter and the smell of good food.
Nei bar e nei ristoranti si sente di nuovo il vociare delle chiacchiere e il profumo del buon cibo.

There is still so much to do, but this is already something that warms our hearts.
C’è ancora molto da fare ma quello che sta succedendo è già qualcosa che scalda il cuore.

Italy has been hit before anyone else in Europe, and you have been hit the hardest.
L’Italia è stata colpita dal virus prima e più duramente di qualsiasi altro paese in Europa.

Thousands have died – and this is a void that no one can ever fill.
Migliaia di persone hanno perso la vita e nessuno potrà colmare questo vuoto.

My thoughts are with the victims and their families.
Il mio pensiero va a tutte le vittime e alle loro famiglie.

And also with the doctors, healthcare workers, and every citizen who has helped save lives and deliver essential services.
Così come va ai medici, agli operatori sanitari e a tutti i cittadini che si sono adoperati per salvare vite e garantire i servizi essenziali.

Your government has taken bold measures, asking people to stay home for long weeks and months.
Il governo ha adottato misure coraggiose, chiedendo alle persone di rimanere in casa per lunghe settimane e mesi.

It required courage, but it worked.
Ci è voluto coraggio, ma ha funzionato.

And you led the way for other Member States.
E avete dato l’esempio agli altri Stati membri.

You have also taken bold measures to secure jobs, protect companies and limit the damage to the Italian economy.
L’Italia ha anche adottato misure coraggiose per garantire i posti di lavoro, per proteggere le imprese e per limitare i danni all’economia.

And after the deep fall in the past months, economic activity is gradually rebounding.
E dopo il profondo rallentamento degli ultimi mesi, l’attività economica sta gradualmente riprendendo.

Yet we all understand that the recovery will be a generational challenge, not only for Italy but for Europe as a whole.
Siamo tutti consapevoli che la ripresa sarà la sfida di una generazione intera, non solo per l’Italia ma per tutta l’Europa.

Today I can say:

The spirit of our founders is back.
Lo spirito dei padri fondatori è tornato.

Europe is back.
L’Europa è tornata.

Today we know that we can only defeat this crisis, if we do it together.
Oggi ci è chiaro che possiamo superare la crisi soltanto se lo facciamo insieme.

Solidarity is not just the most ethical choice.
La solidarietà non è solo la scelta più etica.

It is the only effective way to deal with a crisis of this magnitude.
È l’unico modo che abbiamo per affrontare efficacemente una crisi di questa portata.

This is the core idea behind Next Generation EU, our new recovery plan that will sit on top of a revamped long-term EU budget.
È questa l’idea principale che ispira “Next Generation EU”, il nostro nuovo piano per la ripresa che va ad aggiungersi al nuovo bilancio pluriennale dell’Unione europea.

This is Europe’s moment.
Questo è il momento dell’Europa.

It is the moment to join forces and react to the pandemic’s fall-out across our Member States.
È il momento di unire le forze e di far fronte alle ricadute della pandemia in tutti gli Stati membri.

It is the moment to tackle divergences and disparities among different parts of Europe – to leave no country and no region behind.
È il momento di affrontare le divergenze e le disparità che esistono tra le diverse parti d’Europa – per non lasciare indietro nessun paese e nessuna regione.

Next Generation EU is an alliance between generations.
Next Generation EU è un’alleanza tra generazioni.

We, the EU, are for the first time borrowing money from our children.
Per la prima volta, noi, l’Unione europea, stiamo chiedendo soldi in prestito ai nostri figli.

So our investment today must deliver for our children.
Quei soldi, allora, li dobbiamo investire per loro.

We shall not, as sometimes our Member States did, borrow from our children just to spend more today.
Non possiamo, come hanno fatto a volte gli Stati membri, chiedere un prestito ai nostri figli solo per spendere di più oggi.

Today, we invest for Europe’s next generation.
Gli investimenti di oggi sono per la prossima generazione di europei.

Next Generation EU turns the extraordinary challenge we face into an opportunity.
Next Generation EU trasforma la sfida eccezionale che stiamo affrontando in un’opportunità.

As we tackle the current crisis, we are also shaping the Europe of tomorrow.
E mentre affrontiamo la crisi attuale, stiamo anche plasmando l’Europa di domani.

A more competitive, fair and sustainable Europe.
Un’Europa più competitiva, più equa, più sostenibile.

A greener and more digital Europe.
Un’Europa più verde e digitale.

This means unlocking massive public and private resources to invest in digital technologies, infrastructure and innovation.
Questo significa sbloccare risorse ingenti, pubbliche e private, per investire nelle tecnologie digitali, nelle infrastrutture e nell’innovazione.

It also means that no one must be left behind.
Ma questo significa anche non lasciare indietro nessuno.

Solidarity, cohesion and convergence are crucial to succeed.
Solidarietà, coesione e convergenza sono elementi cruciali per riuscire.

And as we invest to shape the economy of the future, we must also work on ambitious reforms – to ensure that our investments deliver on the citizens’ needs and expectations.
E mentre investiamo per plasmare l’economia del futuro dobbiamo anche lavorare per realizzare riforme ambiziose – per garantire che i nostri investimenti rispondano alle esigenze dei cittadini e alle loro aspettative.

Reforms will lead to recovery.
Le riforme porteranno alla ripresa.

And reforms need your leadership and ownership.
E le riforme hanno bisogno della vostra leadership e di responsabilità.

I believe that Next Generation EU is a unique opportunity for Italy.
Sono convinta che Next Generation EU sia un’opportunità unica per l’Italia.

The proposals by the Commission, in particular the Recovery and Resilience Facility, envisage unprecedented support for our Member States, including Italy.
Le proposte della Commissione, in particolare il dispositivo per la ripresa e la resilienza, prevedono un sostegno senza precedenti per gli Stati membri, compresa l’Italia.

Next Generation EU can address long-standing challenges affecting the Italian economy.
Next Generation EU può rispondere alle sfide di lunga data cui si trova a far fronte l’economia italiana.

And it will pave the way for a lasting economic recovery.
E può aprire la strada a una ripresa economica durevole.

It is now up to you to make it happen.
Sta a voi trasformare la ripresa in realtà.

I am glad that today you are bringing together the public and the private sector, the entrepreneurs and the workers’ organisations.
Sono lieta che oggi abbiate riunito il settore pubblico e il settore privato, gli imprenditori e le organizzazioni dei lavoratori.

The future of any of our countries can only be built together, listening to all voices and mobilising all the best energies.
Il futuro dei nostri paesi lo si può costruire solo insieme, ascoltando tutte le voci e mobilitando tutte le energie migliori.

Let me thank you, Giuseppe, for the patient work that you are doing in bringing your country together.

And I am grateful for your proposal of a ‘Strategic plan’ of reforms for Italy’s recovery.
E ti sono grata della proposta per un “Piano strategico” di riforme per la ripresa dell’Italia.

We all know that Italy’s high level of public debt exposes you to the markets’ changing moods.
Sappiamo tutti che il livello elevato del debito pubblico italiano vi espone agli umori dei mercati.

But with the right reforms, Italy can make the most out of Next Generation EU.
Ma con le riforme giuste, l’Italia può trarre il massimo da Next Generation EU.

In your plan, you mention the need to reduce red-tape, to make the public sector more efficient, to ensure that public works are shielded from organised crime.
Nel tuo piano citi la necessità di ridurre la burocrazia, di rendere più efficiente il settore pubblico, di proteggere le opere pubbliche dalle mire della criminalità organizzata.

The capacity and quality of Italy’s public administration will be essential – so that the new resources from Next Generation EU can be put to good use.
La competenza e la qualità dell’amministrazione pubblica italiana saranno fondamentali affinché si possano spendere al meglio le nuove risorse di Next Generation EU.

The labour market presents challenges.
Conosciamo le sfide del mercato del lavoro italiano.

Female and youth employment is too low – we all know that you cannot build a successful economy without youth and women.
Il tasso di occupazione per donne e giovani è troppo basso – e sappiamo bene che senza di loro non si può costruire un’economia solida.

Italy has welcomed enthusiastically the European Green Deal – which as you know, is very close to my heart.
L’Italia ha accolto con entusiasmo il Green Deal europeo – che, come sai, mi sta molto a cuore.

We fully agree on the need to keep investing in a more sustainable economy, but also on digitalisation and innovation.
La pensiamo allo stesso modo sulla necessità di investire non solo in un’economia più sostenibile, ma anche nella digitalizzazione e nell’innovazione.

In this twin transition, green and digital, education and skills will be crucial.
In questa doppia transizione, verde e digitale, l’istruzione e le competenze saranno fondamentali.

Our education systems and our research must also adapt to changing times.
Anche i nostri sistemi d’istruzione e la ricerca devono adattarsi ai tempi nuovi.

Our youth demand to be better prepared on the most pressing issues of our times.

You have also mentioned a substantial reform of your tax system and a more effective justice system.
Hai anche parlato di una riforma sostanziale del sistema fiscale e di un sistema giudiziario più efficace.

And this is crucial for Italy’s businesses of all sizes.
È un punto fondamentale per le imprese italiane di tutte le dimensioni.

Giuseppe, I could not agree more with your words:

‘This is the time to raise our heads and cast our eyes to the future.’

We should not just aim at restoring the status quo – this never works.

Next Generation EU is a chance for Italy and Europe to decide what our future should look like.

Throughout the years, Italy has always surprised the world.
Nel corso degli anni l’Italia ha sempre sorpreso il mondo.

You have re-emerged from the deepest crises.
Vi siete risollevati dalle crisi più profonde.

You have preserved your identity and your traditions, while innovating and reinventing yourself.
Avete preservato la vostra identità e le vostre tradizioni, pur innovandovi e reinventandovi.

Thanks to this, Italy has today the second largest industrial base in Europe.
Grazie a questa forza, l’Italia ha la seconda base industriale d’Europa.

All around the world, ‘Made in Italy’ means beauty and top quality.
In tutto il mondo “Made in Italy” è sinonimo di bellezza e qualità eccellente.

The decisions you take today will shape the Italy of tomorrow.
Le decisioni che prenderete oggi daranno forma all’Italia di domani.

This is the moment for you to develop and implement an effective recovery plan.
Questo è il momento di sviluppare e attuare un piano di rilancio efficace.

And the Commission will be there to support you, and accompany you – through reforms, to recovery.
E la Commissione sarà al vostro fianco per sostenervi e accompagnarvi sulla strada delle riforme fino alla ripresa.

Europe needs a strong Italy at its core.
L’Europa ha bisogno di un’Italia forte.
