Anno 2000: i Comuni possono spendere i soldi delle licenze edilizie SOLO a fronte di investimenti.

Anno 2001, ottobre: i Comuni sono autorizzati a spendere i soldi delle licenze edilizie per fare quello che gli pare, grazie al nuovo Testo Unico sull’edilizia. Arriva il boom edilizio.
Year 2001, October:Towns are authorised to spend money from building licenses to do what they like, thanks to the Unified Text on Building. The building boom arrives.

Anno 2007: 298.000 abitazioni costruite e 38.000 ampliamenti di abitazioni.

Le licenze raddoppiano in 7 anni, il territorio italiano viene cementificato da palazzine, nano grattacieli, hangar, seconde, terze, quarte ville, parcheggi, garage.
Licenses double in 7 years. Italian territory is cementified with small blocks of flats, nano sky scrapers, hangars, second, third and fourth villas, car parks, garages.
I Comuni raddoppiano gli incassi senza alcun obbligo di destinazione d’uso.
The towns double the cash coming into their coffers without any obligation according to how the money is to be used.
Hanno la licenza di uccidere il territorio.
They have a licence to kill the territory.
Il territorio comunale, lo dice la parola stessa, è patrimonio “comune” dei cittadini che lo abitano.
The “territorio comunale” {territory of the town), as the word itself says, is the “communal” inheritance of the citizens who live there.

Chiarito che il territorio è dei cittadini e non del sindaco fasciato a festa e dei suoi assessori che sono SOLO dipendenti comunali facciamoci qualche domanda.
