Lao Tse and IRAP – Regional Tax on Production

Le PMI per vivere devono misurarsi con i concorrenti europei per livello di burocrazia, di fiscalità, di servizi, di leggi a supporto dell’imprenditoria (ad esempio dell’inasprimento per il falso in bilancio e l’introduzione di efficaci norme anticorruzione).
In order to survive, the Small and Medium Enterprises (SMEs) have to be able to stand on an equal footing with European competitors in relation to red tape, taxes, and services in support of entrepreneurship (for example the tightening up of action against false accounting and the introduction of effective anti corruption regulations).

Oggi le PMI sono senza armi.
Today the SMEs have no tools to protect them.

The abyss in which they find themselves, has been created by the parties, the very same ones that are now tearing their garments.

La ricostruzione delle PMI deve iniziare subito per evitare il fallimento del Paese.
The reconstruction of the SMEs must begin straight away to avoid the collapse of the country.

Un primo passo è l’abolizione dell’IRAP che ammonta a circa 20 miliardi l’anno di tasse sulle imprese, anche se in perdita.
A first step is the abolition of IRAP bringing in about20 billion a year in taxes from companies, even if they are making a loss.

Lo Stato si comporta come chi davanti a uno che affoga gli lega un masso al collo.

E i soldi dove si trovano?”, questa è l’obiezione tipica per non fare nulla.
And where’s the money going to come from?”, this is the typical objection that means nothing is done.

L’IRAP coincide grosso modo ai maggiori costi della politica in Italia comparati con i maggiori Paesi europei.
The revenues from IRAP are more or less equivalent to the difference in the cost of the political scene in Italy and the costs in the main countries of Europe.

Sarebbe sufficiente tagliare questi costi per eliminare l’IRAP e dare ossigeno alle imprese.
It would be enough to cut these costs to get rid of IRAP and give a bit of breathing space to the companies.

Se si misura la spesa per la politica in funzione della popolazione, l’extra costo italiano rispetto ai Paesi con dimensione equivalente è circa un punto di PIL, pari a 16 miliardi, un terzo del deficit.
If you measure the cost of the political scene in relation to the population, the extra cost in Italy relative to countries of more or less the same size, is about 1% of GDP, that is about 16 billion, a third of the deficit.

Dal 1990 vi è stato un raddoppio dei costi della politica di circa 20 miliardi, dovuto in massima parte alle amministrazioni centrali.
Since 1990, the cost of politics has doubled – it has gone up by about 20 billion, and most of this has gone to national politics.

Il costo del Parlamento italiano è il doppio di quello francese (confrontabile per numero di parlamentari: 920 > 945) e inglese:
The cost of the Italian Parliament is twice that of the French one in terms of the cost per parliamentarian: 920 in France and 945 in Italy.

1,6 miliardi contro lo 0,9 di Francia e 0,6 di Gran Bretagna.
In Italy it costs 1.6 billion compared to 0.9 billion in France and 0.6 billion in Great Britain.

Il Quirinale ha un bilancio di previsione per il 2013 di 349 milioni mentre l’Eliseo costa 112 milioni.
In 2013, the Quirinale Palace is predicted to spend 349 million whereas the Elysée Palace is costing 112 million.

Il finanziamento pubblico ai partiti vale 100 milioni di euro all’anno, somma rinunciabile con una semplice lettera, come ha fatto il M5S per i 42 milioni che gli erano assegnati.
Public financing to the parties amounts to 100 million euro a year, an amount that can be renounced simply by writing a letter, as the M5S has done to renounce the 42 million assigned to it.

Il taglio delle province farebbe risparmiare 2 miliardi annui.
Eliminating the provinces would give an annual saving of 2 billion.

Vi sono poi i risparmi per le auto blu, circa 7.000, e delle 52.000 “auto grigie” senza autista e con minore cilindrata, con 19.000 addetti complessivi di cui 10.000 autisti per un risparmio di 800 milioni e altri minori.
Then there are savings on the 7,000 official blue cars, and the 52,000 less powerful, non-chauffered “grey cars”, looked after by 19,000 personnel of whom 10,000 are drivers.Here there could be a saving of 800 million and there could be other savings of smaller amounts.
