Oggi al Quirinale
Today at the Quirinale Palace

“Al Presidente della Repubblica Italiana,
“To the President of the Italian Republic

ho chiesto questo incontro, di cui la ringrazio per la sollecitudine, per esprimerle direttamente le mie preoccupazioni sulla situazione economica, sociale e politica del Paese convinto che misure urgenti e straordinarie, pari a quelle di un’economia di guerra, non possano più aspettare oltre, neppure un giorno.
I asked for this meeting, and I’d like to thank you for the promptness of your response. I wanted to meet you to be able to tell you directly about my worries for the economic, social and political situation of the country, as I’m convinced that urgent and extraordinary measures, equal to those of a war economy, can no longer wait, even one more day.

L’Italia si avvia verso la catastrofe.
Italy is en route to catastrophe.

Chi è oggi al governo del Paese è responsabile dello sfacelo, sono gli stessi che ne hanno distrutto l’economia.
Those who are governing the country today are the ones responsible for its destruction they are the same people who have destroyed the economy.

Questa classe politica non è in grado di risolvere alcun problema.
This political class is not capable of resolving any problem.

E’ essa stessa il problema.
They themselves are the problem.

>>> Il Governo delle Larghe Intese, voluto fortemente da lei, tutela soltanto lo status quo e gli interessi di Berlusconi, che in qualunque altra democrazia occidentale non sarebbe ammesso ad alcuna carica pubblica, e tanto meno in Parlamento.
The Government of Broad Agreements, that you were strongly in favour of, is just protecting the “status quo” and Berlusconi’s interests. In any other western democracy, Berlusconi would not be allowed to hold any public position, and he certainly wouldn’t be allowed to sit in Parliament.

La Nazione è una pentola a pressione che sta per saltare, mentre, ormai da mesi, il Governo Letta si balocca con il rinvio dell’IMU e la cancellazione di un punto dell’IVA senza trovare una soluzione.
The Nation is a pressure cooker that is about to explode, but for the last few months the Letta Government is amusing itself with postponing the IMU property tax and reducing the sales tax by one percentage point without finding any solution.

I numeri dello sfacelo sono sotto gli occhi di chiunque voglia vederli, e sono drammatici.
The figures demonstrating the collapse are visible to anyone who wants to look and they are dramatic.

Il tasso di disoccupazione più alto dal 1977, il crollo continuo della produzione industriale, che si attesterà a meno tre per cento nel 2013, la continua crescita del debito pubblico che è arrivato a 2.040 miliardi di euro, il fallimento delle imprese che chiudono con il ritmo di una al minuto, una delle tassazioni più alte d’Europa, sia sulle imprese che sulle persone fisiche, gli stipendi tra i più bassi della UE, il crollo dei consumi, persino degli alimentari, l’indebitamento delle famiglie.
The unemployment rate is the highest it’s ever been since 1977, the constant collapse in industrial production that will be at minus three per cent in 2013, the continual rise in the public debt that has reached 2,040 billion euro, the collapse of companies that are closing down at a rate of one a minute, taxation levels that are the highest in Europe, both for companies and for individuals, salaries that are among the lowest in the EU, the collapse of consumption, even food products, and debt levels experienced by families.

E’ una Caporetto e sul Piave non c’è nessuno, sono tutti nei Palazzi a rimandare le decisioni e a fare annunci.
It’s a disaster like we had at Caporetto and there’s no one at the backup position on the River Piave.They are all in the grand buildings postponing decisions and making announcements.

Il Parlamento è espropriato dalle sue funzioni, la legge elettorale detta Porcellum è incostituzionale e i parlamentari sono stati nominati a tavolino da pochi segretari di partito.
Parliament has been deprived of its functions. The electoral laws dubbed “Porcellum” {pigswill} is unconstitutional and the parliamentarians have been appointed by a handful of party secretaries.

Il Governo fa i decreti legge senza che sia dato il tempo minimo per esaminarli e il Parlamento approva a comando.
The Government is making legal decrees without allowing a minimum of time to scrutinise them and Parliament is approving as commanded.

Non siamo più da tempo una repubblica parlamentare, forse neppure una democrazia.
For some time now, we are no longer a parliamentary republic, and we are perhaps not even a democracy.

Il debito pubblico ci sta divorando, paghiamo di interessi circa 100 miliardi di euro all’anno, che crescono ogni giorno.
The public debt is devouring us. We are paying interest on it amounting to about 100 billion euro a year, and that’s growing day by day.

Solo quest’anno per non fallire dovremo vendere 400 miliardi di euro di titoli.
Just this year, so as not to go under, we’ll have to sell public bonds to a value of 400 billion euro.

Le entrate dello Stato sono di circa 800 miliardi all’anno, un euro su otto serve a pagare gli interessi sul debito.
State revenues are about 800 billion year, and of that, one euro in every eight goes to pay off the interest on the debt.

Né Berlusconi, né Monti, né Letta hanno bloccato la spirale del debito pubblico, che cresce al ritmo di 110 miliardi all’anno.
Our leaders Berlusconi, Monti, and Letta have not managed to put a stop to the spiral of public debt, that is growing at a rate of 110 billion a year.

Gli interessi sul debito e la diminuzione delle entrate fiscali, dovute al fallimento di massa delle imprese, alla disoccupazione e al crollo dei consumi, rappresentano la certezza del prossimo default.
The interest payments on the debt and the fall in tax revenues due to the mass collapse of companies, to unemployment and to the collapse of consumption, represents the certainty of a default soon.

Non c’è scelta.
There’s no choice.

Il debito pubblico va ristrutturato.
The public debt has to be restructured.

Gli interessi annui divorano la spesa sociale, gli investimenti, la ricerca.
The annual interest payments will do away with social expenditure, investment and research.

E’ come nella Storia Infinita, dove il Nulla divorava la Realtà:
It’s as though we were in “The NeverEnding Story” where “The Nothing” consumes reality.

l’interesse sul debito sta divorando lo Stato Sociale.
The interest on the debt is eating up the social State.

Si può rimanere nell’euro, ma solo rinegoziando le condizioni.
It’s possible to stay within the euro, but only renegotiating the conditions.

O attraverso l’emissione di eurobond che ritengo indispensabile o, in alternativa, con la ristrutturazione del nostro debito, una misura che colpirebbe soprattutto Germania e Francia che detengono la maggior parte del 35% dei nostri titoli pubblici collocati all’estero.
This can be done either by issuing eurobonds that I believe is essential, or alternatively by restructuring our debt and that would above all have an impact on Germany and France that hold most of the 35% of our public bonds held abroad.

Non possiamo fallire in nome dell’euro.
We cannot collapse for the sake of the euro.

Questo non può chiederlo, né imporcelo nessuno.
No one can ask us to do this – nor oblige us to.

A fine 2011 i titoli di Stato italiani presenti in banche o istituzioni estere erano il 50%, le nostre banche grazie al prestito della BCE dello scorso anno, prestito garantito dagli Stati e quindi anche da noi, si sono ricomprati circa 300 miliardi dall’estero, tra titoli in scadenza e rimessi sul mercato, questo invece di dare credito alle imprese.
At the end of 2011, 50% of Italian State bonds were held by foreign bank or institutions. Since then, our banks have bought back about 300 billion from abroad and this includes bonds about to become due and then re-issued to the market. They did this thanks to last year’s loan from the ECB, a loan guaranteed by the States, including the Italian State. They did this instead of providing credit to the companies.

E siamo scesi al 35%.
And it’s come down to 35%.

E’ il miglior modo per fallire.
That’s the best way of going bankrupt.

Quando ci saremo ricomprati tutto il debito estero e non avremo più un tessuto industriale collasseremo e la UE rimarrà a guardare, come è successo in Grecia.
When we’ve bought back all the foreign debt and we no longer have any industrial capacity, we will collapse and the EU will stand and watch, as has happened in Greece.

Ora disponiamo di un potere contrattuale, ora dobbiamo usarlo.
Now that we have power to negotiate, we must use it now.

L’Italia ha l’assoluta necessità di aiutare le imprese con misure come il taglio dell’Irap, una tassazione al livello della media europea, con servizi efficienti e meno costosi, con la protezione del Made in Italy assegnato solo a chi produce in Italia e con l’eventuale applicazione di dazi su alcuni prodotti.
Italy has an absolute need to help the small firms with measures like cutting the Irap tax on production, with taxation on a par with the European average, with services that are efficient and less costly, with the protection of the “Made in Italy” brand to cover only what is actually produced in Italy and with the possible application of import duties on certain products.

Allo stesso tempo è urgente l’introduzione del reddito di cittadinanza, nessuno deve rimanere indietro.
At the same time there’s an urgent need for bringing in a “citizen’s income”. No one must be left behind.

Ci preoccupiamo dei problemi del mondo quando non riusciamo ad assistere gli anziani e non diamo possibilità di lavoro ai nostri ragazzi che devono emigrare a centinaia di migliaia.
We are worried about the world’s problems when we cannot manage to give assistance to older people and when we are not offering work to our young people who have to emigrate in their hundreds of thousands.

Reddito di cittadinanza e rilancio delle PMI sono possibili da subito con il taglio ai mille privilegi e alle spese inutili.
Measures like the citizen’s income and the revival of SMEs are possible immediately by cutting the thousand privileges and useless spending.

Ne elenco solo alcuni.
Listing a few.

Eliminare le province, portare il tetto massimo delle pensioni a 5.000 euro, tagliare finanziamenti pubblici ai partiti e ai giornali, riportare la gestione delle concessioni pubbliche nelle mani dello Stato, a iniziare dalle autostrade, perché sia l’Erario a maturare profitti e non aziende private come Benetton o, dove questo non sia possibile, ridiscutere le condizioni, eliminare la burocrazia politica dalle partecipate dove prosperano migliaia di dirigenti, nazionalizzare il Monte dei Paschi di Siena, eliminare ogni grande opera inutile come la Tav in Val di Susa e l’Expo di Milano, ridurre drasticamente stipendi e benefit dei parlamentari e di ogni carica pubblica, cancellare la missione in Afghanistan, fermare l’acquisto degli F35.
Cut out the provinces, bring down the maximum for pensions to 5,000 euro, cut out public financing to the parties and the newspapers, return the handling of public concessions to the government, starting with the motorways so that it’s the State coffers that are raking in the profits and not private companies like Benetton, or in cases where this is not possible, re-negotiate the conditions, eliminate political bureaucracy from companies with State ownership (even partial) where thousands of directors are prospering, nationalise Monte dei Paschi di Siena, eliminate every big useless public works project like the Tav in Val di Susa and Expo in Milan, drastically reduce the salaries and benefits paid to parliamentarians and people in every public position, cancel the mission in Afghanistan, stop the purchase of the F35 jets.

Potrei continuare a lungo.
I could go on and on.

Queste misure non possono essere prese dall’attuale classe politica perché taglierebbe il ramo su cui si regge.
These measures cannot be taken by the current political class because they would cut through the branch of the tree that is holding them up.

Questo Parlamento non è stato eletto dagli italiani, ma dai partiti e dalle lobby.
This Parliament has not been elected by the Italian people, but by the parties and the lobbies.

Non può affrontare una situazione di emergenza nazionale, di economia di guerra, perché deve rispondere ai suoi padrini, non ai cittadini.
It cannot tackle a situation of national emergency, of a war economy, because it owes its allegiance to its masters and not to the citizens.

Le chiedo perciò di fare abrogare l’attuale legge elettorale in quanto incostituzionale, di sciogliere il Parlamento e di ritornare alle urne.
Thus I am asking you to force the repeal of the current electoral law as it is unconstitutional, to dissolve Parliament and have elections once more.

L’autunno è alle porte insieme al probabile collasso economico.
Autumn is approaching and with it the probable collapse of the economy.

I problemi si trasformeranno da politici a sociali, probabilmente incontrollabili.
The problems will see a transformation from political to social, and they will probably be uncontrollable.

Non c’è più tempo.
There’s no time left.

Lei ha volutamente tenuto sulle sue spalle grandi responsabilità quando avrebbe potuto e forse dovuto declinarle.
You have willingly carried great responsibility at a time when you could have and maybe should have rejected it.

Lei è ormai diventato lo scudo, il parafulmine di partiti che non hanno saputo né governare, né riformarsi e da ritenersi, nel migliore dei casi, degli incapaci.
By now, you have become the shield, the lightning rod of the parties that have not known how to govern, how to reform themselves and who can be considered, at best, incompetent.
