EESC plenary session debates common asylum and immigration policy with Commissioner Barrot
Politica comune dell’immigrazione: il CESE ne discute in sessione plenaria con il commissario Barrot
On 25 February 2009 the EESC plenary session held a debate on a common EU asylum and immigration policy with Jacques Barrot , Vice-President of the European Commission responsible for Justice, Freedom and Security.
Alla sua sessione plenaria del 25 febbraio 2009, il CESE ha tenuto un dibattito sulla politica comune dell’UE per l’immigrazione e l’asilo alla presenza di Jacques Barrot, vicepresidente della Commissione europea e responsabile del settore Giustizia, libertà e sicurezza.
Mr Barrot’s speech focused on the concrete measures and instruments required for an integrated European framework for immigration and asylum.
Nel suo intervento Barrot ha analizzato le misure e gli strumenti concreti necessari a realizzare un quadro europeo per l’immigrazione e l’asilo.
Mr Barrot also provided details of the European Integration Forum, a joint EESC-Commission initiative.
Il commissario ha poi presentato il Forum europeo dell’integrazione, un’iniziativa congiunta della Commissione e del CESE.
The EESC adopted a series of key opinions linked to this topic.
Il CESE ha quindi adottato una serie di pareri sull’argomento.

Il Presidente del CESE Mario Sepi ha assicurato al commissario Barrot il pieno sostegno del Comitato agli sforzi della Commissione volti ad armonizzare la legislazione nel campo della politica dell’immigrazione e dell’asilo.
He also stressed “the importance of respecting fundamental rights in our immigration and asylum policies, particularly in the context of a deepening economic crisis: Immigrants must not become the scapegoat of the crisis”.
Sepi ha sottolineato anche “l’importanza di rispettare i diritti fondamentali nella nostra politica in materia, in particolare nel quadro di una crisi economica sempre più grave, ribadendo che gli immigrati non devono diventare il capro espiatorio della crisi”.
Mr Sepi underlined the importance of the European Integration Forum for channelling civil society’s views on this topic, which will be held on 20-21 April 2009.
Sepi ha poi dichiarato che il Forum europeo dell’integrazione, che si terrà il 20 e 21 aprile 2009, sarà fondamentale per consentire alla società civile di esprimersi su tali argomenti.
Commissioner Barrot emphasized the positive impact of immigration on the EU market in an era of demographic ageing;
Il commissario Barrot ha tenuto a mettere in luce l’impatto positivo dell’immigrazione sul mercato del lavoro dell’UE nell’attuale fase di invecchiamento demografico.
he also highlighted the EU blue card scheme, designed to attract highly skilled workers, while underlining that it constitutes a first pillar of a more comprehensive legal immigration policy.
Ha quindi ricordato il sistema UE delle carte blu, inteso ad attirare lavoratori altamente qualificati, sottolineando al tempo stesso che tale dispositivo è soltanto il primo elemento di una politica globale in materia di immigrazione legale.
Mr Barrot reiterated the Commission’s determination to combat illegal immigration, which is largely organized by traffickers exploiting the most vulnerable members of society. He underlined the need for dialogue with third countries with a view to ensuring efficient and optimal management of migratory flows.
Barrot ha quindi ribadito la determinazione della Commissione a combattere l’immigrazione illegale, che è organizzata in larga parte da trafficanti che sfruttano i membri più vulnerabili della società, sottolineando poi la necessità del dialogo con i paesi terzi per garantire una gestione ottimale dei flussi migratori.
“There will be no fortress Europe, our immigration policy will not impede free movements of persons”, said Commissioner Barrot.
“Non verrà costruita nessuna “fortezza Europa”, – ha dichiarato Barrot: la nostra politica di immigrazione non ostacolerà la libera circolazione delle persone”.
Mr Barrot concluded by underlining the EESC’s key role in the preparation of the European Integration Forum.
Barrot ha concluso l’intervento sottolineando il ruolo fondamentale del CESE nella preparazione del Forum europeo dell’integrazione.
“Because of the knowledge accumulated by the civil society organisations that the EESC represents, the Committee must be an active stakeholder in common immigration and asylum policy”.
“Il CESE – ha ricordato – grazie alle conoscenze acquisite dalle organizzazioni della società civile che rappresenta, deve svolgere un ruolo attivo nel quadro della politica comune di immigrazione e asilo”.
The EESC adopted opinions on “A common immigration policy for Europe”, and “Policy plan on asylum”, both drafted by Luis Miguel Pariza Castaños (Group II, Employees, Spain).
Il CESE ha quindi adottato due pareri, riguardanti rispettivamente una politica d’immigrazione comune per l’Europa e il piano strategico sull’asilo, entrambi elaborati da Luis Miguel Pariza Castaños (II gruppo, Lavoratori, Spagna).
Mr Castaños emphasized that the Lisbon Treaty is a fundamental step towards a common policy on immigration.
Castaños ha rammentato che il Trattato di Lisbona costituisce un passo avanti fondamentale verso una politica comune in materia di immigrazione.
The third opinion on “Migration, mobility and education” drafted by Mário Soares (Group II, Employees, Portugal), focused mainly on the challenges for EU education systems, with particular attention for the future of immigrants’ children.
Un terzo parere, elaborato da Mário Soares (II gruppo, Lavoratori, Portogallo) sul tema Migrazione, mobilità e istruzione, è incentrato principalmente sulle sfide cui sono confrontati i sistemi di istruzione dell’UE, con una particolare attenzione al futuro dei figli degli immigrati.
During the debate, Georgios Dassis, President of the Employees’ Group, stressed the need to adopt binding legislative measures in order to better protect immigrants and refugees.
Nel corso del dibattito Georgios Dassis, presidente del gruppo Lavoratori, ha sottolineato l’esigenza di adottare misure legislative vincolanti per proteggere meglio gli immigrati e i rifugiati.
Lucien Bouis (Group III, Various Interests, France) highlighted the need to support the associative sector, in the current social crisis, in their action for integration.
Lucien Bouis (III gruppo, Attività diverse, Francia) ha segnalato l’importanza di sostenere, in particolare nel quadro dell’attuale crisi sociale, le azioni per l’integrazione intraprese dal settore associativo.
Pedro Almeida Freire (Group I, Employers, Portugal) said that the crisis showed the need for a common EU policy and the importance of better communication and cooperation between the Member States.
Infine, Pedro Almeida Freire (I gruppo, Datori di lavoro, Portogallo) ha osservato che l’attuale contesto di crisi fa emergere la necessità di una politica comune HTML clipboarda livello dell’UE e anche l’importanza di una migliore comunicazione e cooperazione tra Stati membri.
