The European Charter of Fundamental Rights is one of the most important European documents ever published; yet most of what it says has been written down many times before.
La Carta dei diritti fondamentali dell’Unione europea è uno dei documenti più importanti mai pubblicati a livello comunitario. Molto di quanto si afferma, tuttavia, era già stato scritto più volte in passato.
So why does it exist, and why is it one of Europe’s greatest success stories?

The European Charter of Fundamental Rights brings together all the separate documents about the rights of European citizens, which exist elsewhere in the European Union, as well as all the judgements made by the official European courts.
La Carta dei diritti fondamentali dell’Unione europea accorpa tutti i vari documenti che si occupano di diritti dei cittadini pubblicati nell’UE, comprese le sentenze delle corti europee.

Si potrebbe dire che prima della sua redazione tutto quello che era stato scritto si trovava su vari pezzi di carta archiviati in posti diversi, mentre oggi è tutto in un unico documento, e chi ha bisogno di informarsi sui suoi diritti sa esattamente dove cercare.
What’s more, for the first time ever, the Charter sets down certain fundamental economic and social rights. For example, it states that everyone has the right to employment, and also the right to strike.
Inoltre, per la prima volta, la Carta stabilisce una serie di diritti economici e sociali fondamentali, come il diritto al lavoro o allo sciopero.
Six headings

It lists all the fundamental rights under six major headings: dignity, freedoms, equality, solidarity, citizens’ rights and justice.
I diritti fondamentali enunciati sono raggruppati in sei grandi capitoli: dignità, libertà, uguaglianza, solidarietà, cittadinanza e giustizia.
These rights are universal, meaning that they should be given to everyone, regardless of nationality or place of residence, for example.
Si tratta di diritti universali, ovvero riconosciuti a tutti, senza distinzioni di, poniamo, nazionalità o luogo di residenza.
It is totally up to date, includes rights like the protection of personal data and bio-ethical standards, and also attempts to address more challenging modern issues, like those arising from the latest information technology and genetic discoveries.
La Carta è aggiornata, al punto da occuparsi anche di protezione dei dati personali e di bioetica, e cerca di affrontare questioni di scottante attualità legate ai più recenti avanzamenti delle tecnologie dell’informazione e della genetica.
The same applies to rights relating to conservation of the environment and consumer protection, which are also set down clearly.
Anche i diritti legati alla conservazione dell’ambiente e alla tutela dei consumatori sono esposti con grande chiarezza.
So, while the Charter doesn’t expand the powers of the European Union, or give European citizens any new rights, it does make these rights more visible and that, in turn, means Europeans are better placed than they have ever been to get the most out of the European Union.
La Carta, quindi, se da un lato non espande i poteri dell’Unione europea né attribuisce nuovi diritti ai suoi cittadini, dall’altro garantisce maggiore visibilità a quelli esistenti, mettendo gli europei nelle condizioni di trarre il massimo beneficio dall’UE.
