EU adopts new Safer Internet Programme: € 55 million to make the Internet a safer place for children
L’UE adotta un nuovo programma Safer Internet: 55 milioni di euro per una rete più sicura per i minori
The EU will have a new Safer Internet Programme as of 1 January 2009.
A partire dal 1° gennaio 2009 l’UE avrà un nuovo programma “Safer Internet”.
Following the overwhelmingly positive vote on 23 October in which the European Parliament expressed its support for the new Safer Internet Programme (IP/08/1571), the Council of Ministers has adopted today the new Programme.
Dopo il voto del 23 ottobre, con cui il Parlamento europeo ha espresso a stragrande maggioranza il proprio sostegno al programma Safer Internet (IP/08/1571), il Consiglio dei ministri ha adottato oggi il nuovo programma.
The new Safer Internet Programme covering the period 2009-2013 had been proposed by the European Commission on 28 February 2008 (IP/08/310 ) to protect children in the ever more sophisticated online world and empower them to safely use web services like social networking, blogging and instant messaging.
Proposto dalla Commissione europea il 28 febbraio 2008 (IP/08/310 ), il programma Safer Internet 2009-2013 mira a proteggere i minori in un ambiente in linea sempre più complesso e a offrire loro gli strumenti per utilizzare con sicurezza servizi web quali la socializzazione in rete, i blog e la messaggeria istantanea.

Il 75% dei minori (di età compresa tra i 6 e i 17 anni) utilizza già la rete e il 50% dei minori di 10 anni possiede un cellulare, tuttavia da un nuovo sondaggio dell’Eurobarometro, pubblicato oggi, emerge che il 60% dei genitori europei teme che i loro figli possano diventare vittima di adescamenti in linea (adulti che fanno amicizia con un minore con l’intenzione di abusarne sessualmente) e il 54% teme che i figli possano essere vittime di bullismo in linea (ossia molestati su siti Internet o tramite SMS).
The new Safer Internet Programme will fight grooming and bullying by making online software and mobile technologies more sophisticated and secure.
Il nuovo programma Safer Internet si propone di lottare contro l’adescamento e il bullismo in linea rendendo più sofisticati e sicuri il software in linea e le tecnologie mobili.
From 2009-2013, the EU will spend € 55 million to make the Internet a safer place.
Nel periodo 2009-2013 l’UE spenderà 55 milioni di euro per rendere internet più sicura.
“Children today dive into the world of internet and mobile technologies very early and often become fully-fledged technology-savvy, web-surfing teenagers.

Because these technologies help them study and give them exciting new ways to socialise with others, they are often faster to use them than their parents.
Si tratta di tecnologie che li aiutano a studiare e offrono loro nuove appassionanti possibilità di socializzazione, per cui spesso essi imparano a utilizzarle più velocemente dei loro genitori.
We need to make sure that whenever they use online or mobile services, they can recognise potential risks and deal with them,” said Viviane Reding, EU Commissioner for Information Society and Media.

The Safer Internet Programme, for the period 2009-2013 was adopted today by the Council of Ministers and builds on the successes of its predecessor which covered the period 2005-2008.

– Increase public awareness: empower young people, their parents and teachers to make responsible choices online by advising them on relevant precautions to take.
– sensibilizzare maggiormente il pubblico: dotare i minori, i genitori e gli insegnanti degli strumenti per compiere scelte responsabili in linea, consigliandoli sulle necessarie precauzioni da prendere;
– Provide the public with a network of contact points that could be reached either via a website or a phone number, for reporting illegal and harmful content and conduct, in particular on child sexual abuse material, grooming and cyber bullying.
– fornire al pubblico una rete di punti di contatto raggiungibili tramite un sito web o per telefono, per segnalare contenuti o comportamenti illeciti o dannosi, in particolare materiale pedopornografico e casi di adescamento e bullismo in linea;
– Foster self-regulatory initiatives in this field and involve children in creating a safer online environment.
– promuovere iniziative di autoregolamentazione in questo settore e favorire la partecipazione dei minori alla creazione di un ambiente in linea più sicuro;
– Establish a knowledge base on new trends in the use of online technologies and their consequences for children’s lives by bringing together at European level technical, psychological and sociological expertise.

The € 55 million budget for the new Safer Internet Programme will be distributed as follows: 48% should serve to raise public awareness, 34% to fight against illegal content and tackle harmful conduct online, 10% to promote a safer online environment and 8% to establish a knowledge base.
I 55 milioni di euro stanziati per il nuovo programma Safer Internet verranno distribuiti come segue: il 48% dovrebbe essere utilizzato per azioni di sensibilizzazione, il 34% per lottare contro i contenuti illeciti e i comportamenti dannosi in linea, il 10% per promuovere un ambiente in linea più sicuro e l’8% per creare la base di conoscenze.
According to a new Eurobarometer survey conducted in all EU Member States, 75% of children aged from 6 to 17 years already use the Internet – a trend which continues to grow.

Half of the parents who did not use Internet themselves said that their child had online access.
