Il diritto acquisito è sacro solo per chi ha più diritti degli altri.

Altrimenti può tranquillamente decadere.

Per gli esodati il diritto acquisito c’era una volta, con tanto di impegni firmati dalle aziende e dallo Stato, e all’improvviso non c’era più.
For the esodati {“exited” people who got turfed out of their jobs a few years short of retirement age} the acquired right existed once upon a time, with a bundle of commitments signed by the companies and by the State, and then suddenly it’s no longer there.

Per gli ex parlamentari che incassano il vitalizio, come Scalfari o Veltroni, il diritto acquisito è inamovibile “il partito me lo ha dato e guai a chi me lo tocca”.
For the former parliamentarians getting an annuity, like Scalfari and Veltroni, the acquired right is immovable “the party has given it to me and woe betide anyone who touches it”.

Napolitano contro il reato di vilipendio
Napolitano against the crime of vilipendio

Mentre in tutta Italia proseguono le indagini per 22 persone che hanno commentato su Napolitano in questo blog, ho scoperto che il Presidente è d’accordo sull’abolizione dell’articolo 278, il reato di vilipendio al Presidente della Repubblica.
While investigations are going on all over Italy into the 22 people that left a comment about Napolitano on this blog, I’ve discovered that the President is in agreement about the abolition of article 278, laying out the crime of “vilipendio” {public insult} against the President of the Republic.

Lo ha detto in tempi non sospetti, nel 2009, come rivelato dal suo ex portavoce Pasquale Cascella secondo il quale Napolitano invitò “chiunque abbia titolo per esercitare l’iniziativa legislativa a liberamente proporre l’abrogazione”, lasciando all’opinione pubblica ogni valutazione “giudichino poi i cittadini che cosa è libertà di critica, e che cosa non lo è, nei confronti di istituzioni che dovrebbero essere tenute fuori dalla mischia politica e mediatica”.
He said this at a time you wouldn’t have thought of, in 2009, as revealed by his former spokesperson Pasquale Cascella who said that Napolitano invited “anyone who has the authority to initiate legislation to feel free to propose the abolition”, leaving the general public to weigh things up as they see fit “then let it be the citizens that judge what is freedom to criticise and what is not, in relation to institutions that should be kept outside of the political and media mêlée”.

Nei vicoli che portavano alla piazza del Duomo di Brescia sono sfilati ieri, insieme e contrapposte, la meglio gioventù e la vecchiezza della Repubblica.
Yesterday, parading through the tiny streets leading to Brescia’s piazza del Duomo, together but in opposition, there were the flower of our youth and theold ones of the Republic.

Maglioncini girocollo, pullover, cravatte e occhialini sul petto, capelli bianchi e pantaloni comodi dei pensionati si mescolavano con magliette, rasta, felpe, barbe incolte, bandiere multicolori di disoccupati, studenti, precari.
Crew necked sweater, pullover, tie and glasses round their necks, white hair and the comfy trousers that pensioners like, were side by side with T shirts, rastas, fleeces, untamed beards, the multi-coloured flag of people who are unemployed, students, of precariously employed.

I due gruppi erano impermeabili come l’olio con l’acqua.
The two groups were unmixable – just like oil and water.

Vasi incomunicanti.
Non-communicating vessels.

I giocatori hanno l’obiettivo di controllare una zona della scacchiera maggiore dell’avversario.

Il primo maggio era la festa dei lavoratori.

C’erano un tempo “panem et circences”, sono rimasti i circences, ma solo una volta all’anno con in tribuna, al posto di Caligola o Diocleziano, i reggenti della Triplice Sindacale.
Once upon a time there was “panem et circences“ {bread and circuses}, now we’ve only got the “circences”, but just once a year, and in pride of place, instead of Caligula or Diocletian, there’s the top brass of the Triple Trade Union.

Chiude un’azienda al minuto, la disoccupazione giovanile “ufficiale” ha raggiunto il 38,4%.
Companies are closing down every minute, and the “official” figure for youth unemployment has reached 38.4%.

Il Parlamento e i badanti della democrazia
Parliament and the nannies watching over democracy

Il presidente Napolitano ha confermato ieri le nostre posizioni su Parlamento e Governo.
Yesterday President Napolitano confirmed our position in relation to Parliament and the Government.

In sostanza ha affermato che un governo (mai sfiduciato…) è in carica, sebbene limitato agli affari correnti, e sta operando in collaborazione con il Parlamento, anzi solo previo consenso del Parlamento.
Basically he stated that a government (that has never lost a vote of confidence ….) is in office, even though it’s limited to dealing with day to day affairs, and it’s operating in collaboration with Parliament, in fact only with the prior consent of Parliament.

Ad esempio la Commissione speciale sta esaminando un provvedimento legislativo di carattere economico per sbloccare pagamenti alle aziende per 40 miliardi di euro con il contributo di tutte le forze politiche, tra cui il M5S, come espressione del Parlamento e non, come è avvenuto negli ultimi anni, attraverso atti di imperio del Governo con ripetuti decreti.
For example the Special Committee is examining a legislative measure concerning the economy, designed to unblock payments to companies amounting to 40 billion euro with the contribution of all the political groupings, including the M5S, as an expression of Parliament and not, as has happened in the last few years, by means of imperious actions from the Government with one decree after another.

In questa fase, infatti, per poter emettere un decreto di urgenza fuori dagli affari ordinari, il Governo deve chiedere l’autorizzazione al Parlamento.
In fact, in this phase, in order to issue an urgent decree that isn’t about day to day affairs, the government has to ask Parliament for authorization.

Il Parlamento è sovrano, o almeno dovrebbe esserlo.
Parliament is sovereign, or at least it should be.

Da tempo è invece un luogo dove non vi sono rappresentanti del popolo, ma nominati dai partiti, e le leggi, sotto forma di decreti, sono emesse al suo posto dal Governo, e in seguito convertite sotto il ricatto del voto di fiducia.
Instead, for some time now, it has been a place where there are no representatives of the people, just people appointed by the parties, and the laws, in the form of decrees, are issued instead by the Government, and subsequently converted under the threat of a confidence vote.
